Mr. Tallman is a career city manager with over 35 years experience. He was the Chief Administrative Officer of several full service cities.
His major emphasis has been in personnel, labor relations, financial management, productivity improvement, budgeting, and economic development. He is a past member of the Board
of Directors of the Connecticut Town & City Management Association. He taught an undergraduate course in public administration and human resources management at Augustana
College, Rock Island, Illinois. He has published articles in PM Magazine.
Mr. Tallman has been active in the Municipal Leagues of Pennsylvania, Illinois
and Connecticut, which included testifying before state legislative committees. He is a past member of the Corporation for Regional Development, the Quad
City Civic Center Authority, the Quad City Development Group and the Southeastern Connecticut Council of Governments.
Mr. Tallman holds an M.A. in Public Administration from the University of
Cincinnati and a B.A. in Political Science from Syracuse University. He was City Manager in Norwich, Connecticut for nine years and, for five years, City
Administrator in Moline, Illinois. He also served as the top administrative officer in New Castle, Pennsylvania and Hamilton, Ohio. His most recent position was Deputy City Manager of Santa Fe, New Mexico.
