The City of White House is governed by a five-member Board of Mayor and Aldermen elected for four-year terms. The City is managed by a professionally trained City Administrator. The City government offers a wide range of services to its citizens. Among these are Police Services (there are 20 sworn officers) and Fire Services (there are 8 full-time firefighters; 12 volunteer firefighters; three Class A Pumpers and EMT services). The City has an ISO rating of Class 5. The City of White House also offers a substantial number and types of Parks and Recreational Services. The City of White House is a full-service City. The FY 2004/05 City budget is $7.9 million and the City has recently developed a six-year Capital Improvements Plan. The City government has 83 full-time and 21 regular part-time employees. The City is in excellent financial condition. The City Administrator shall be the chief administrative officer of the City and shall exercise those administrative powers and duties delegated to him/her by ordinance and statute. He/she shall diligently enforce the City Administrator plan, the City ordinances and all applicable statutes. Subject to the approval of the Board of Mayor and Aldermen, the City Administrator shall promulgate procedures to ensure orderly administration of the functions of City government in compliance with statutes and ordinances. The City Administrator is responsible to the Board for the proper administration of all duties imposed on him/her by ordinance; recommends to the Board, subject to any statute, ordinance, or contract which relates to the appointment, tenure, or removal of any employee, the appointment, and when necessary for the good of the City, the removal of subordinate employees and officers of the City, as authorized by the City Charter and the White House Municipal Code; prepares the budget, submits it to the Board and is responsible for its administration after adoption, all in consultation with the Finance Director. The position requires a Bachelor’s degree in Public or Business Administration or a related field; a Master of Public Administration, Business Administration or related advanced degree is preferred; and evidence of continued professional development through active participation in professional membership associations and activities such as the International City and County Management Association (ICMA) and the Tennessee City and County Management Association is required. An individual who is an ICMA Credentialed Public Manager would be a plus. The position also requires five years of progressively responsible experience as a city or county manager, deputy city or county manager or assistant city or county manager or related experience in a comparably sized or larger, full-service city; experience in planning and development issues, wastewater and infrastructure development and citizen outreach; experience in Tennessee and familiarity with Tennessee laws, especially the Tennessee Open Records law, would be a plus. The ideal candidate should have strong fiscal management skills; excellent oral and written communications skills; exceptional leadership skills; and should be a teamplayer/teambuilder with excellent interpersonal skills and an orientation towards customer service and community relations. The starting salary for the new City Administrator of the City of White House is expected to be in the range of $70,000 per annum, depending on experience and qualifications.
