The Mercer Group has developed a specialty management consulting practice in the area of municipal utilities and other publicly owned enterprises (collectively referred to here as Publicly Owned Enterprises). Publicly owned enterprises are businesses owned by federal, state, county, municipal, and tribal governments, or other public entities, such as, districts and authorities.  These enterprises are generally self-supporting, with revenues from rates,
fees, leases, contracts, and other sources is normally expected to cover all costs and usually pay a fair share of the owner’s overhead as well.
