This is an exceptional opportunity to provide leadership and management to one of the top communities in the country. The City of University City is a vibrant community of about 38,000 people located just west of downtown St. Louis. The City operates with a strong, firmly established Council-Manager form of government through the first Home Rule Charter in the region. University City has an annual operating budget of $28.1 million and there are 290 full-time, 26 part-time and 85 seasonal City employees. The current City Manager is retiring after 26 years of successful management of the City. University City is seeking a proven, dedicated, innovative and experienced individual for its new City Manager. The City prefers as its chief administrative officer an individual who has a background in city management and who is a strong leader, manager and administrator. The position requires as a minimum a bachelor’s degree with a major in Public Administration or a related field. A graduate degree is preferred. The ideal candidate should possess at least five years of progressively responsible experience in city administration/management. The successful candidate may or may not be a resident of the city at the time of selection, but shall live therein during the tenure in office. The City Manager shall be appointed for an indefinite term, subject to discharge as provided in the City Charter and shall devote the entire time to the duties of the office. The City provides a full-range of City services. Public utilities are provided by regional corporations. The City Council consists of a Mayor and six City Council Members. The City Council is the policy making body of the city and hires the city manager and city clerk, as well as a large number of citizen-led boards and commissions. The city has the powers of local self government and home rule. The city is in excellent financial condition. The starting salary for the City Manager will be market competitive and will depend on the experience and qualifications of the selected individual. In addition, the City expects to provide an excellent fringe benefit package to the successful candidate. Reasonable relocation expenses will also be provided.
