Tucson is one of the fastest growing cities in the United States with a city population of 520,585, a metropolitan area population of 925,523 and a civilian labor force of roughly 429,400. There are approximately 10,000 people moving to Tucson each year. Tucson has been continuously settled for over 12,000 years and celebrates a diversity of cultures, architecture, and peoples. The University of Arizona is the largest single employer with 13,874 employees; the student population is about 37,000. Tourism is also an important source of income, adding more than $1.8 billion to the economy each year. Federal, State, and local governments are significant pieces of the local economy where the three branches of government employ more than 79,000 people, including the Air Force’s well known Davis-Monthan Air Force Base. Manufacturing employment in Tucson has doubled in the past decade. Tucson is a progressive, dynamic, full-service city operating under the Council-Manager form of government. The Mayor and Council appoint a professional City Manager to serve as the organization’s Chief Administrative Officer. Tucson’s fiscal year 2004 annual budget totaled $957.8 million. There are 4,736 full-time employees, most of whom are covered by civil service. There are approximately 462 part-time employees. The City has four collective bargaining groups. The Director of General Services position reports to the City Manager through the Deputy City Manager. The Director of General Services directs and coordinates the activities of the General Services Department. This Department has responsibility for fleet management and maintenance; facilities management and maintenance; communications; architecture and engineering; and real estate. This person supervises employees, conducts meetings, and establishes objectives, and supports other departments by ensuring they have the tools with which to do their jobs. The work requires broad knowledge in a general professional or technical field. A Bachelor’s degree and five to seven years of progressively responsible executive level experience is required. An advanced degree is highly desirable. General city management or other experience in a public sector service organization is a plus. The Director of General Services will be someone who can clearly demonstrate the ability to develop and maintain constructive working relationships with city council, city staff and the public; communicate effectively, both orally and in writing and persuade and influence diverse groups with competing interests; exhibit exceptional problem solving skills and provide expertise with strategic planning and process improvement initiatives; be able to negotiate solutions and resolve conflicts; Manage multiple priorities and complete varied and complex projects in a timely manner. The starting salary for the Director of General Services of the City of Tucson is up to the low $100’s dependent upon qualifications and experience.
