The City of Takoma Park, Maryland, seeks an experienced City Manager who will work collaboratively with the City Council and residents to make our community a national model for progressive, inclusive, intelligent, and responsive government.

Our city is rich in cultural and ethnic diversity, with residents who pride themselves on their political and civic activism. Successful local efforts in recent years include the creation of a domestic-partner registry (soon to be obsolete, with the passage of marriage equality in Maryland), voting privileges for non-citizens, proactive environmental stewardship, and civic engagement in development issues.

The City Manager is the chief administrative officer of the city, responsible for the proper administration of all city affairs. The position reports to the City Council. The City Manager serves at the pleasure of the council, and may be removed by an affirmative vote of four of its 7 members.

Takoma Park supports a lively business community, which provides goods and services not only to local residents but also to regional customers. The city has two large commercial areas, as well as smaller hubs within the city.

Takoma Park is diverse and proud of it. The population of Takoma Park is approximately 17,000 (2010 Census). 49% of the city’s population is Caucasian; 35% is black or African-American; 15% is of Hispanic or Latino origin and 4% is Asian. 30% of the city’s population was born in another country, with the majority originating from Latin America and Africa.

Residents of Takoma Park enjoy a wide variety of cultural and recreational activities. Several music festivals and street fairs are held in the city each year, and the city offers a wide variety of cultural programming in its renovated auditorium.

Takoma Park has operated under a Council-Manager form of government since the adoption of a new city charter in 1989. The Charter provides for a 7 member city council, made up of 6 district-based members and an at-large mayor, who is a voting member. Elections are nonpartisan and are for non-staggered two-year terms. The City Council is the policy-making body in the city. The Mayor sets the City Council agenda.

The city’s operating and capital budget for FY 2013 totals approximately $25.65 million. Property-tax revenues constitute the single largest source of the city’s operating revenues.

The expected starting salary for the City Manager of the City of Takoma Park will be market competitive, depending on the experience and qualifications of the selected individual. The city offers a competitive benefit program. Reasonable relocation expenses will be provided to the incumbent. Residence in the City of Takoma Park is preferred, but will not be required of the successful candidate.
