The City has just implemented the Council/Manager form of government, to become effective in October 2003. The successful candidate will be the City’s first City Manager. The Manager will report to a five member City Council which serves non-staggered terms of four years. The Mayor’s position is part-time and non-voting. Terms of office for all municipally elected officers also commences in October 2003. The City Manager will be actively engaged in assisting City Council to establish an effective Council/Manager form of government and to interface with the community to build partnerships that enhance this form of government. The successful candidate will have a Bachelor’s degree in Business Management, Public Administration, Urban/Regional Planning, Government, Engineering or Accounting supplemented by a Master’s degree in Public Administration or similar field. The successful candidate will also have five years of experience as a city manager in a community of at least 10,000 population or as an assistant city manager in a community of 25,000 population or larger. An established record of stable and consistent service will be imperative for this position. Needed skills include superior community/intergovernmental relations. Land use and long-term strategic planning expertise will be considered highly beneficial. Successful team building and communications skills must be pronounced in the background. The expected starting salary range is $75,000 to $90,000 per year, depending on qualifications and experience plus a competitive fringe benefit package.
