Background

This instrument is called an Organizational Climate Survey, or OCS. It was developed a number of years ago and copyrighted by James L. Mercer, President/CEO of our firm, based upon work that he did in conjunction with Dr. Rensis Likert, considered by many to be the father of participative management, and other leading researchers and management consultants dealing with organizational change. The OCS is very practical, easy to administer and interpret and has been used successfully with over 100 of our clients, most of which are local governments.

Our OCS Report provides definitive feedback from employees about their view of the organization or a subset of it. It provides quantitative data for use by management to objectively assess the organization and, if necessary, a set of recommendations to improve it.

About the OCS

The OCS is an employee survey questionnaire containing 60 questions, five questions for each of the 12 subscales. The instrument takes about 20 minutes for an employee to complete. There are no right or wrong answers, simply a scale of strongly agree to strongly disagree. Scores fall along a bell-shaped curve. Measurements are against a standard of 100%. We can measure up to 100 organizational categories (departments, divisions, functions, etc.) and up to 10 employee types (directors, managers, supervisors, professionals, employees, etc.), as well as the total organization. There is not a comparison of your organization to another organization, although we can tell you how high performing organizations typically score on the various subscales of the OCS.

The OCS can be used as a stand alone diagnostic tool to survey employees in your organization or it can be used as a part of a management study of your organization or a portion of it.

Cost

We have a minimum charge of $3,500 for administration, scoring and interpretation. This could cover up to 250 employees. Beyond that, the cost increases at the rate of $15 per added employee or else cost is based upon an agreed-upon scope of work and associated cost. The minimum charge assumes that we would not come on site to administer the survey. However, we are willing to do the on-site administration and could develop a specific proposal with that task included.

Administration

We would require the assistance of someone on your staff, perhaps someone in Human Resources, to assist in distributing the questionnaires and to be a focal point for their return and for answering questions about the survey.

After completion by employees, the instruments are then placed into a sealed envelope, gathered and sent to us for scoring and interpretation. We then provide a report to you with our recommendations. We also suggest giving at least a summary of feedback to the employees who complete the questionnaire
