Management and Supervision

Mercer Group staff has conducted numerous management and supervisory training programs for and offered personal coaching to city managers, department heads, fire department personnel, business, civic and community leaders on management, management philosophy, and local government issues.  For example:

Change Agent Training: Developed and directed a comprehensive training program for 27 "change agents" to be assigned to the city manager or mayoral staffs of a like number of medium-sized cities throughout the United States.

Employee Training Course: Directed and was a principal trainer in the development and assessment of a comprehensive management, supervisory and non-supervisory training program for the City of Chesapeake, Virginia. Training modules included:

  • Strategic planning
  • Operational planning and budgeting
  • Employee / organizational relations
  • Interpersonal skills
  • Employee development Working relationships and communications
  • Time and stress management Train-the-trainer.

Shared Values: Trained the key managers of the Cities of Carrollton and Odessa, Texas and Hampton, Virginia on how to establish an internal shared-value system

Utility Management: Presented a program on the Competitive, High Performance Utility to the Washington-Oregon-Idaho Chapter of the American Water Works Association.

School Districts: Used Target Selection and Assessment Centers as tools in selecting site managers, Interaction Management as a supervisor tool, Leadership Competencies for current and prospective administrators, and Scoring Written Exercises to screen prospective administrators in training middle and upper-level managers in numerous school systems throughout the State of Florida.

Management Philosophy Profile: Developed and applied our Management Philosophy Profile in over 25 local governments.  This tool asks managers and supervisors to rate themselves on twelve factors and to identify specific factors where change would be beneficial to the organization and themselves. 

Employee Benefits: Briefed Fulton County, Georgia, employees on employee benefit plan options.

Conference Planning: Developed a theme, display booth, and materials for KPMG Peat Marwick’s exhibit at the Government Finance Officers Association annual conference.

Cash Management: Developed a Float Management Manual and trained employees at major banks in Charlotte, Chicago, and Detroit.

Financial Policies: Develop a Financial Policies and Procedures Manual and trained employees at Dekalb County, Georgia.
