SUN 'N LAKE OF SEBRING IMPROVEMENT DISTRICT (FLORIDA)

THE COMMUNITY

Sun 地 Lake of Sebring is a residential community located in Highlands County (pop. 80,000), Florida, midway between Sebring and Avon Park.  It is in the heart of Central Florida, near the geographic center of the state.

Comprising approximately 7,000 acres, Sun 地 Lake currently has about 4,000 residents.  Residents run the gamut from retirees to working families with young children.  They live in a variety of housing types, including single family homes, duplexes, triplexes, multi-family villas and condominiums, and an up-scale mobile home park.

Among the amenities residents enjoy is a semi-private 36-hole golf course, complete with a club house that sports a full-service restaurant, pro shop, and swimming pool.  In addition to the Town Hall, Sun 地 Lake has a community center, tennis courts, sports fields, and a post office.  Also within the community are a public elementary school and a public middle school.

Highway U.S. 27 runs along the easternmost boundary of Sun 地 Lake.  The entrance to Sun 地 Lake is lined with a number of shops and eateries that are located in attractive shopping plazas.  A large and attractive hospital is located on U.S. 27, inside the community.

Not only is Sun 地 Lake a very nice place to live and play, it is envisioned by its leadership to be the premiere residential community of the future in Highlands County.

 SUN 誰 LAKE GOVERNANCE

Sun 地 Lake is an independent special improvement district.  Its charter is a combination of a Florida statute authorizing improvement districts and a Highlands County ordinance that authorized the creation of the District and defines the District痴 powers. 

The idea behind an improvement district is to create a self-supporting political subdivision within a county, with the goal of attracting new residents without imposing a burden on an existing municipality for infrastructure and service delivery.  To meet service needs, a district is empowered to collect its own taxes, issue bonds to finance improvements, and provide recreation and public safety of its residents.

The powers of the Sun 地 Lake Improvement District are exercised by a five-member elected Board.  Board members are elected to 4-year staggered terms.  The General Manager is hired by and reports to the District Board.  The Board establishes policy, and the General Manager is responsible for all operations.  The District provides water, waste water treatment, recreation, roads maintenance, police protection through a security service, and fire protection through a volunteer fire department.

The District痴 total budget is approximately $6 million.  The District employs 60 full-time and 18 part-time employees.

 

THE IDEAL CANDIDATE

Education and Experience

Bachelor痴 Degree in public administration, business administration, or some related field.  At least 10 years experience as a city or county manager, or similar administrative experience.

Ideal Candidate

The ideal candidate will be an experienced city manager in a small community.  He/she will have direct, hands-on experience in a broad range of municipal government areas, particularly public works.  The ideal candidate will either be a golfer or will have a solid understanding of golfing operations.  He/she must have a high energy level, be very responsive to the elected officials, and be willing to be an active participant in the life of the community.

 

COMPENSATION

The General Manager salary is in the range of $100,000 - $120,000, depending on qualifications. Fringe benefits are negotiable.
