This is an exciting opportunity to live and work in a Southern city known for its’ beauty, quality of life and friendly people. Spartanburg was recently rated the top city in South Carolina to live and No. 48th nationally.  The Spartanburg Housing Authority (SHA) is seeking a highly qualified individual to become its next Executive Director. The selected individual will be appointed by the Board of Commissioners, and will work with community partners to offer educational, employment and home-ownership opportunities that strive to cultivate hope and self-sufficiency.

The ideal candidate for Executive Director of the SHA should be organized, innovative and committed to continuing the collaborative network established by the previous Executive Director. The successful candidate shall continue with the redevelopment of existing properties and see the City’s current projects through completion while finding new ways to improve and increase the housing stock in the Spartanburg area. The successful candidate must possess a Master’s Degree in Public Administration, Management, Social Services or related area.  Possession of a Master’s Degree may be waived if the applicant possesses a satisfactory combination of education which includes a Bachelor of Science Degree or a Bachelor of Arts Degree and three (3) years relevant progressive supervisory experience in the Administration, Management or similar duties as a Public Housing Authority Chief Administrator or Executive Director. The successful candidate should also posses a minimum of five (5) years experience working in progressive administration and/or management level positions involving significant management responsibilities, budget formulation and development, public relations, and other related fields. In addition, the new Executive Director must be certified as a Public Housing Manager, possess a valid South Carolina Driver’s License, be insurable by the Authority’s fleet insurance carrier and be bondable.

Under the general direction of the Board of Commissioners, the new Executive Director will plan, direct and manage activities and operations of the Spartanburg Housing Authority. The new Executive Director will be responsible for planning, organizing, and directing the operations of low-rent and housing assistance programs as developed by HUD.  Performance of the duties requires a thorough command of executive skills, extensive knowledge of public housing, and finance and accounting. In addition, it requires the ability to research and evaluate new sources of housing assistance, and plan and administer comprehensive housing programs for low-income citizens.

Spartanburg is located in the foothills of the beautiful Blue Ridge Mountains. The mild climate, with its four distinct seasons, provides fine weather for outdoor activities year-round. The city of 40,000 is part of a metropolitan area of 250,000. The city is conveniently situated at the junction of I-26 and I-85, making it easily accessible to both mountain and beach resorts.

The Spartanburg Housing Authority (SHA) provides low-income housing to the people in the Spartanburg, South Carolina area. SHA is committed to providing quality, affordable housing in healthy neighborhoods through partnerships with residents and other groups, fostering neighborhood redevelopment and assisting residents in their progress towards self-sufficiency. These services are made possible through strong collaborations with community partners.  SHA’s goal is to provide services that result in beneficial and lasting impacts on Spartanburg residents striving to attain self-sufficiency. SHA has solicited the support of several community agencies that also work to restore, train and assist community residents on the journey to self-improvement and are proud of these collaborative partnerships.

SHA receives funding through the Federal Housing and Urban Development Department (HUD) to administer the Section 8 and Public Housing Program, as well as a host of other initiatives. Employing approximately 100 individuals, SHA contributes economically to the City of Spartanburg through our employment base, infusion of over $10 million dollars annually into the local economy directed toward the purchase of goods and services, payroll, development of new housing, and through payments in lieu of taxes.

The City of Spartanburg operates under a Council-Manager form of government. There is a Mayor and six Council Members who serve four-year staggered terms.  The Mayor is a member of Council and has one vote. The Mayor does not have veto power. City Council is the legislative body of the City and adopts City Ordinances and amends them as needed. Council also determines what City taxes shall be levied and how funds are spent. The Mayor and Council appoint the City Manager.

The starting salary for the Spartanburg Housing Authority Executive Director position will be market competitive, depending on the experience and qualifications of the selected individual. The salary for the Executive Director of the Spartanburg Housing Authority will be up to $120,000 per annum. In addition, the Authority will provide an excellent fringe benefit package to the successful candidate.
