The City of Salem, the state capital of Oregon, is a dynamic and progressive city government dedicated to exceptional customer service and outstanding professional engineering and management. Growth of the City and a conscious decision to invest significantly in the design and construction of basic utilities have contributed to a significant Capital Improvement Program and to position openings in the Engineering Division of the Public Works Department. This targeted recruitment effort is seeking to fill these critical positions for the City. The City of Salem is seeking outstanding candidates who will take ownership of engineering projects, who have proven engineering and people skills, who understand the business side of project management and who have knowledge of how engineering consultants work. The successful candidates should understand the need to meet deadlines and adhere to budgets and be able to be successful in a professional, fast-paced and growth-oriented environment. The City of Salem is seeking two (2) Engineering Project Managers and two (2) Senior Engineering Project Managers. In addition, the City is seeking to fill one (1) Program Manager position, which is a highly experienced capital improvement project delivery manager. All of these positions report to a Project Management Team Leader in the Engineering Division of the Public Works Department. Project Manager - the Engineering Project Manager performs a full-range of civil engineering services for project development. Senior Project Manager - The Senior Engineering Project Manager serves as a team leader on complex projects. Program Manager - The successful individual for the Engineering Program Manager position will be responsible for planning and delivering multiple capital improvement programs to ensure the delivery of high quality, cost effective and timely capital improvement projects. These programs are complex in nature, are performed city-wide, and require well planned funding strategies that utilize utility rates, bonds, system development, urban renewal, grant, loan, federal, and state monies. Salem is second largest city, lies in the center of the lush Willamette River Valley, one of the most fertile and agriculturally productive regions in the country. Salem is 47 miles south of Portland and 64 miles north of Eugene. Salem is a city of over 47 square miles, located an hour from the Cascade Mountains to the east and an hour from the ocean beaches to the west. Salem’s current population is 147,215 (July 2005) with a sustainable growth rate of approximately 1.5 percent per year. The City of Salem was incorporated in 1857 and operates under the council-manager form of city government. The FY 2006-2007 overall city budget is $472 million. The Public Works Department which is responsible for constructing and maintaining the infrastructure necessary for the basic urban needs of the Salem metropolitan area including a safe and reliable road system, healthy and plentiful water supplies, a well-functioning storm drainage system, and proper treatment of wastewater. The Public Works Department, with over 350 employees and a $345 million budget includes Engineering, Operations, Transportation, Wastewater Treatment, and Administration Divisions. The Engineering Division of the City of Salem’s Public Works Department is charged with managing the City’s Public Infrastructure and Facilities Capital Improvement Program. The FY 2006-2007 construction budget for the Public Works Department is over $210 million and provides for the delivery of a wide range of projects. Current public works projects include upgrade and modification to the City’s wastewater treatment plant (valued at over $150 million), design and construction of a $75 million transmission line, sewer and water replacement program, various transportation projects, storm water projects, and bridge rehabilitation and replacements. The starting salary for the three position classifications described above will be as follows: Project Manager - Salary range: $65,208 - $74,984 Annually; Senior Project Manager - Salary range: $72,428 - $83,729 annually. In addition a hiring incentive of $1,000 will be paid to the successful candidate. Fifty percent of the hiring bonus will be paid at the time of appointment and 50 percent after the employee completes a six month probationary period with the city. The new hire will be expected to be employed by the City for at least two years. Program Manager - Salary range: $87,729 annually (top step of salary range). In addition, a hiring incentive of $5,000 will be paid to the successful candidate. Fifty percent of the hiring bonus will be paid at the time of appointment and 50 percent after the employee completes a six month probationary period with the City. The new hire will be expected to be employed by the City for at least two years. Hiring for each position may occur anywhere within the salary range.
