Mr. Jensen was formerly the Public Works Director for the City of Phoenix, Arizona from 1978 until 1996, and was the City Manager for
two California cities prior to his coming to Phoenix.
In 1992, Ron was named "Privatization Leader of
the Year", and continues to be a leader in the privatization field. He pioneered the process of managed competition, and has been featured in national magazines and major newspapers. He
is known by many as the “Father of Managed Competition”. Ron authored a publication on managed competition that is currently available from the
American Public Works Association. He continues to participate in workshops and seminars that focus on innovation and competitive government.
In 1991, Mr. Jensen was the National President of the American Public Works
association (APWA) which is an association of over 25,000 public works officials in the United States and Canada. He was the Vice-President of the
International Public Works Federation (IPWF) and continues to be involved in international activities. He has lead groups of public works officials on tours of
the former Soviet Union, Vietnam, and The People’s Republic of China. Ron has also participated in privatization presentations and conferences in the Baltic Republics and Australia.
His consulting career has continued to focus on managed competition and
improvement of the management of public works departments. He has worked with the Mercer Group on its studies of the City of Bowling Green, Kentucky,
Public Works Department; the Milwaukee Department of Public Works; the St. Paul Water Utility; and the Spokane Water Department. He advises our
clients on high-level public works and engineering management issues and processes. Independently, he also has worked on projects to assess
organizational readiness for Managed Competition and on labor-management relations.
Mr. Jensen has a B.S. in civil engineering from California State University,
and completed Arizona State University’s executive development program and Harvard University’s program for Senior Executives in State and Local
Government. He is a life member of the American Public Works Association and has written and spoken extensively on reinventing government, managed competition, and the management of the public works.
