The City of Rockport is seeking a dedicated, responsive, motivated and experienced individual for its next City Manager and to replace a long-term City Manager who has announced his plans to retire. The ideal candidate will be a proven leader and manager as well as be someone with a good understanding of delivering high quality services to the entire community.
The City Manager of the City of Rockport is required to possess a Bachelor’s degree in Public Administration, Business Administration or a related field. A related Master’s degree is desired. Evidence of continued professional development is desired. Possession of or ability to obtain a Texas Driver License is required.
The City Manager for the City of Rockport is the chief administrative officer of the City, performing highly responsible managerial and supervisory work in planning, organizing and directing the operations of the City. Duties include administering policies established by the City Council and by law; developing and implementing administrative procedures; coordinating and directing all departments and staff operations; selecting, developing and effectively utilizing staff; and overall supervision of projects, city financing and intergovernmental relationships.
The City of Rockport, Texas (2010 Census population 8,766. “Winter Texans” and summer tourists more than double the City’s population) is located 30 miles northeast of Corpus Christi on Texas Highway 35. Rockport was incorporated by a Special Act of the Legislature of Texas Charter granted to it on May 29, 1871 and is the county seat of Aransas County.
The City of Rockport operates under a council-manager form of government. The City Charter provides the full power of local self-government. The Charter describes the city’s governmental and proprietary powers; defines its form of government; establishes its administrative structure; establishes the authority for annexation of land; granting of franchises and other functions; and provides for controls such as initiative, referendum, and recall.
Rockport has a directly-elected at-large Mayor and four City Councilors elected by ward that make up the governing body of the City. The Mayor and Council members are elected for two-year staggered terms.
The City of Rockport is a full-service City (except for fire/EMS) offering many services from parks and leisure services, utilities, police, finance/utility billing, building and development, public works, city engineer and municipal court. The starting salary for the City Manager position for the City of Rockport will be market competitive, depending on the experience and qualifications of the selected individual. In addition, an excellent fringe benefit package will be provided to the successful candidate. Reasonable relocation expenses will also be paid for the selected candidate.
