This is an exceptional opportunity to provide leadership and management to one of the most vibrant and progressive county governments in the United States and one of the largest county governments in South Carolina. The County seat of Richland County is the City of Columbia, which also serves as the South Carolina state capital. Richland County is also home to the flagship campus of The University of South Carolina. Richland County is operated under a County Council/County Administrator form of government. The eleven-member elected County Council is the governing body of Richland County. The annual County budget is $501+ million, and there are approximately 1800 FTE County employees. The County Council of Richland County is seeking a proven, dedicated, visionary, innovative and experienced individual for its new County Administrator. The Council prefers an individual who has a background in county administration or management and who is a strong visionary leader, manager and administrator. The successful individual will possess as a minimum a Bachelor’s degree from a four-year college or university with a major in Public Administration, Business Administration or a related field. A Master’s degree in Public Administration, Business Administration or a related field is desirable. An ICMA Credentialed Public Manager would also be desirable. The ideal candidate should possess at least eight years of progressively responsible experience as Chief Executive Officer of an equivalent size growing diverse local government entity. Experience as an Assistant/Deputy County or City Administrator with a larger growing diverse local government entity with a population of at least 100,000 would also be considered. Other attributes of the successful candidate include common sense, an independent/creative thinker, a team builder, someone who believes in the development of staff, and a person who becomes involved in the various communities of the County. Other attributes include a big picture person, someone effective at delegating, a person with proven interpersonal skills, a proactive person and someone who will hold staff accountable for needed results. The successful candidate for Richland County Administrator position should be a recognized leader who is adept at strategic planning, organization, supervision, technology, negotiating, analytical problem solving, establishing priorities, decision making, managing multiple assignments and facilitation. The new County Administrator should also be committed to diversity, be approachable and accessible, and have an appreciation for the processes often involved in reaching consensus on County issues. The next County Administrator of Richland County should be objective, have a good business sense, be honest, possess integrity and ethics above reproach, be open minded, able to take on a challenge, be willing to lead change efforts when needed, understand our customers, and have a sense of humor. Also, the successful candidate should have proven organizational and facilitation skills, be able to prioritize, be a consensus builder, be reliable, be committed to intergovernmental relations, possess urban experience, and have a good knowledge of a broad range of growth management strategies and be able to make tough decisions. The County Administrator of Richland County serves as the Chief Executive of County Operations. The County Administrator is responsible for administering the ordinances, resolutions, and legal actions enacted by the County Council. The County Administrator is responsible for the administration of all departments responsible to the County Council and for the proper administration of all affairs under the jurisdiction of the County Council. The County Administrator is responsible for policy implementation, procurement, contract management, personnel classification, compensation technology, and equipment management for all County departments, as authorized by the County Council. Decisions made by the County Administrator may involve highly sensitive and political issues that can significantly affect Richland County. Richland County is a culturally diverse and progressive county government. The County Council is the governing body of Richland County, it is an eleven-member council. Richland County Council employs a County Administrator who is responsible for managing the day to day operations of the County. The Administrator has direct authority over the Departments which the Council has direct authority over. The County Administrator serves at the pleasure of the County Council and exercises no authority other than budget management over any elected official whose offices were created either by the Constitution of the State of South Carolina or by the General Law of the State. In addition, the Administrator is responsible for preparing an annual budget and managing the County’s annual expenditures and special projects. It is estimated that nearly 100,000 people visit Richland County each day. Richland County continues to be the center of activity for South Carolina. The starting salary for the County Administrator of Richland County will be market competitive, depending on the experience and qualifications of the selected individual. The expected starting salary will be market competitive in the range of $135,000 to $160,000. In addition, the County provides an excellent fringe benefit package and will provide reasonable relocation expenses to the successful candidate.
