Powder Springs, a city with a strong history of good government, has an excellent opportunity for an outstanding City Manager to join a great team. The historic City of Powder Springs is set in the beautiful countryside of Cobb County, northwest of Atlanta. The City of Powder Springs is seeking an experienced, dedicated, innovative and visionary leader to be its City Manager. The successful candidate is required to have a minimum of a Bachelor’s degree in Public Administration or a related field; a Master’s degree in Public Administration is preferred. Also an ICMA credentialed City Manager would be a plus. Previous experience as a city manager, assistant or deputy city manager in a similar sized organization is desired. The successful candidate should possess at least seven years of progressively responsible experience in a full-service local government, or a related field; experience should include five years in a management role; or an equivalent combination of education and experience. The City Manager is the chief administrative officer for the City of Powder Springs’ Council/Manager plan of government, and is appointed by and responsible to the Mayor and City Council. The City Manager helps formulate and is responsible for implementing policies legislated by the City Council. The City Manager also ensures that the health, welfare, and safety of the community are being provided. The City of Powder Springs is located in Cobb County, Georgia, one of the major counties in the greater Atlanta metropolitan area. The City of Powder Springs was incorporated as Springville in 1838 in the lands of two Cherokee Indian Chiefs: Chief Nose and Chief Ana Kanasta (Sweetwater). Gold had been discovered in Georgia ten years earlier and the first area settlers came to find gold. They found little in the mines at Lost Mountain and off Brownsville Road. It was at about this same time that the Cherokee Indians were forced off their land and were marched to Indian Territory (now Oklahoma) on the "Trail of Tears." Over 4,000 died along the way. The name Springville was changed to Powder Springs in 1859. This name was derived from the seven springs located in the City Limits. The water in these springs contains some 26 minerals that turn the surrounding sand black like gunpowder – hence the name Gunpowder Springs. Today, Powder Springs is a modern growing community of 15,000 population with all of the attributes of modern day working and living. There is affordable housing, good schools, nearby shopping and restaurants and easy access to the big city amenities of Atlanta. There are also recreational opportunities, including two regional hiking/biking trails that cross the City. The City of Powder Springs government operates under a City Charter which specifies the Council/Manager plan. Three (3) of the council members are elected by wards and the Mayor and two (2) council members are elected at-large in elections that take place in November during odd-numbered years. The Mayor is directly elected as Mayor, but has no vote on Council. The FY 2006-07 overall city budget is $43 million. There are 97 FTE and 20 part-time City employees. The starting salary for the City Manager of the city of Powder Springs will be market competitive, depending on the experience and qualifications of the selected individual. The expected starting salary will be in the range of $85,000 to $100,000, plus an automobile allowance. In addition, the city will provide an excellent fringe benefit package to the successful candidate. Reasonable relocation expenses will also be provided to the successful candidate.
