This is an exceptional opportunity to provide leadership and management to one of the most vibrant and progressive county governments in the United States.  Orange County is home to the flagship campus of The University of North Carolina at Chapel Hill, to the Towns of Chapel Hill and Carrboro and to the historic community of Hillsborough, the County Seat. Orange County is a combination urban and rural community of 120,965 citizens with a land area of 400 square miles, a wide array of residential housing and a diversified population.  Orange County was founded in 1752 and is operated under a county manager form of government (also known as council-manager form of government). The County is culturally diverse, progressive, and a leader in practicing environmentally protective and sustainable development.  Orange County is located on the northwestern perimeter of the Research Triangle Park area of North Carolina, a dynamic region of research and innovation. The County population is well-educated and is highly involved in County government activities. Education, the environment, excellent services and other quality of life issues are important to Orange County citizens and to the Board of County Commissioners. The County is well regarded as a fiscally responsible, stable, well-managed and technically advanced local government.  The five-member elected Board of County Commissioners is the governing body of Orange County.  The annual County budget is $165 million, and there are 770 FTE County employees. The County provides a full-range of county government services typical of North Carolina counties, including affordable housing, aging, animal control, education, environment and resource conservation, health and human services, law enforcement (via the elected Sheriff), planning and zoning, property tax and collection,  public works, recreation and parks, recycling, and a variety of general administrative services. The Board of County Commissioners is seeking a proven, dedicated, visionary, innovative and experienced individual for its new County Manager to replace the current County Manager who has announced his retirement after 18 successful years of service to the County.  The County Manager of Orange County is the administrative head of the County government functions for the Board of County Commissioners and is responsible for the administration of all County government which the Board of County Commissioners has the authority to control. The Board prefers an individual who has a background in county management and who is a strong leader, manager and administrator. The successful individual will possess as a minimum a Bachelor=s degree from a four-year college or university with a major in Public Administration, Business Administration or a related field. A Master=s degree in Public Administration, Business Administration or a related field is desirable. An ICMA Credentialed Public Manager would also be desirable.  The ideal candidate should possess at least seven years of progressively responsible experience in county or municipal administration, management or a related field.  Also preferred are a strong background in finance and budgeting, environmental protection, sustainable development, human resource management, human service delivery, communication and technology, and overall direction and management of a complex county government organization. The starting salary for the County Manager of Orange County will be market competitive, depending on the experience and qualifications of the selected individual. The expected starting salary will be in the range of $100,000 to $160,000.
