The City of Norman is Oklahoma’s third largest city and is a vibrant community that is home to the University of Oklahoma. It is also close by to Oklahoma City, the state’s largest city. The City of Norman is seeking a highly qualified individual to be its Director of Planning and Community Development. The selected individual will be responsible for planning, directing, coordinating and monitoring the preparation and administration of all facets of the comprehensive and subsidiary plans for the physical development of the City of Norman. The successful candidate will work closely with the City Manager, Planning Commission, City Council and other City departments on issues concerning land development and planning matters.

The ideal candidate for Director of Planning and Community Development for the City of Norman is required to possess a Master’s degree from an accredited college or university in Regional and City Planning or a related field.  In addition, the successful candidate is required to possess at least eight years of progressively complex and responsible related work experience, which includes five years of supervisory and managerial experience. An American Institute of Certified Planners (AICP) designation is preferred.

The City of Norman is seeking an individual with progressively complex and responsible related experience within communities dealing with development and redevelopment. Experience in organizations with staff size and overall operating budgets similar to or larger than the City of Norman is preferred. Also desired is thorough knowledge of building inspection, code enforcement and development fees. 

The Director of Planning and Community Development is appointed by and reports to the City Manager.

The City of Norman operates under the Council-Manager form of government and is guided by a Mayor who is directly elected for a three-year term and eight City Council members who are elected for two year overlapping terms.

The mission of the Department of Planning and Community Development for the City of Norman is to develop, implement and monitor a comprehensive urban planning process, emphasizing continuing interdepartmental cooperation and assistance in the preparation of plans and programs. And, to project the health, safety and welfare of the citizens of Norman through enforcement of City Codes.

Today Norman is Oklahoma's third largest city, the home of the University of Oklahoma (29,700 students) and a thriving manufacturing, high technology and business center. Situated astride Interstate 35, the City of Norman has rapidly grown from a suburban college town to a vibrant urbanized center with distinct neighborhoods and a healthy, safe environment. Norman's neighborhoods offer a wide variety of old and new housing, historic homes, rural estates and modern subdivisions.

The starting salary for the Director of Planning and Community Development for the City of Norman will be in the range of $97,642 to $118,795. The starting salary of the selected individual will be market competitive, depending on the experience, qualifications and salaried history of the selected individual. In addition, an excellent fringe benefit package will be provided and reasonable relocation expenses will be provided.
