Situated along Interstate 20, the City of Midland is west of Dallas-Fort Worth and south of Lubbock. Midland’s economy is thriving.  With a booming oil and gas industry and the lowest unemployment rate in the State of Texas, efforts to diversify the economy have not been slowed down. The City of Midland is seeking a dedicated, responsive, motivated and experienced individual for its next City Manager. The ideal candidate will be a proven leader and manager as well as be someone with a good understanding of delivering high quality services to the entire community.

The ideal candidate for City Manager of the City of Midland will possess comprehensive knowledge of modern local government management principles and practices, concepts, methods and procedures. In addition, the successful individual will have proven interpersonal skills, be personable but professional, be forthright and be charismatic. The ideal candidate will also have strong organizational and budgeting abilities, have a good working knowledge of economic development, and be an effective steward of the City’s finances. The successful candidate shall also have experience as a city manager, deputy or assistant city manager.  He/she shall have the ability to communicate effectively both orally and in writing and the ability to analyze complex problems and identify alternative solutions.

The position requires a Master’s degree in Public or Business Administration or a related field.  The successful candidate must also have seven years of senior management experience at a local government departmental level or higher.

The City Manager for the City of Midland serves as the Chief Administrative Officer for the City of Midland under broad direction from the City Council. He/she is responsible for planning, organizing and directing all aspects of municipal government operations.  The City Manager for the City of Midland oversees preparation of the annual budget, presents it to the City Council for approval and effectively administers the budget after approval. 

The City of Midland operates under a council-manager form of government.  Midland has a directly-elected Mayor and City Council that make up the governing body of the City. The City Council is made up of 6 Councilmembers, four are from districts 1-4 and two are elected at large and is the Mayor.  Midland is a home rule city and the Charter provides the full power of local self-government.  The Charter describes the city’s governmental and proprietary powers and defines its form of government. Midland’s population is 103,174. It occupies an area of 68.35 square miles.  The City of Midland is experiencing growth in all areas of the City. 

The City of Midland is a full-service City offering many services from fire, parks and recreation, health and senior services, utilities, police, finance and budget and several other departments.  Midland has 990 FTE employees.  The FY 2008 General Fund operating budget for the City of Midland is $69.97 million, and the total FY 2008 budget is $150.72 million.

The starting salary for the City Manager position for the City of Midland will be market competitive, depending on the experience and qualifications of the selected individual. In addition, an excellent fringe benefit package will be provided to the successful candidate.  Reasonable relocation expenses will also be paid for the selected candidate.
