The City of McKinney is seeking a highly qualified individual to become its Parks and Recreation Director. The selected individual will work under the direction of the Assistant City Manager to oversee the daily operations of the Parks and Recreation Department. The City of McKinney is seeking a dedicated, responsive, and experienced individual for its Parks and Recreation Director. The successful candidate should possess a Bachelor’s degree in Parks Management/Administration or a closely related field, with a Master=s degree preferred; supplemented by five years previous management experience that includes park planning, development and operations, recreation management, and administration. Experience in a growing community is required. Texas government experience and a Certified Park and Recreation Professional would be a plus. This person must also possess the fundamental management, administration, and analytical skills needed to effectively manage the Parks and Recreation Department=s three divisions which are Park Development, Park Maintenance, and Recreation, as well as the municipal golf course. The Parks and Recreation Director for the City of McKinney is responsible for leading and managing the divisions of Parks, Recreation, Maintenance and Golf; coordinating activities with other City departments and outside agencies; and providing highly responsible and complex administrative support to the City Manager and City Council. The Director also supervises personnel which includes instructing, assigning, reviewing, and planning work of others; monitoring standards; allocating personnel; and recommending employee transfers, promotions, and salary increases as appropriate. Further, the Director is responsible for preparing and presenting reports to his/her supervisor and the Park Board; directing marketing programs for department programs; preparing City Council agenda items; and inspecting park areas to insure maintenance standards are met. The City of McKinney, Texas, is the seat of Collin County in North Central Texas, 30 miles north of Dallas. The City’s gently rolling hills, tree-lined neighborhoods, historic downtown, and beautiful parks give McKinney a quaint, small town feel quite different from the urban sprawl of the Dallas/Fort Worth Metroplex. The friendly charm and comfortable pace belies the fact that McKinney, with a population of over 100,000, is one of the fastest growing American cities. McKinney is close to Dallas, yet far from it! The city currently encompasses 65 square miles with an ultimate growth area of 114 square miles and is currently about 30 percent developed. High quality growth is rapidly moving into McKinney from the Dallas-Fort Worth Metroplex. The City of McKinney operates under a council-manager form of government. The governing body of the city includes seven City Council members. Four Council members are elected to single-member districts and two Council members and the Mayor are elected at-large. Council members serve staggered, three-year terms, with a two-term limit. Elections are held in May and Council members take office in June. Council then elects, from its members, a Mayor Pro Tem to serve a one-year term. The Parks and Recreation Department oversees 28 parks, a golf courses, and maintains 1,047 acres in the City of McKinney. The Parks and Recreation Department’s 2006 FY budget is $6,919,559. There are 52 full-time positions, 8 part-time positions and 13.5 seasonal employees. The starting salary for the Parks and Recreation Director for the City of McKinney will be market competitive, depending on the experience and qualifications of the selected individual. The expected starting salary will be in the range of $74,423 to $104,192 depending upon qualifications, plus a monthly automobile allowance. In addition, the City expects to provide an excellent fringe benefit package to the successful candidate. Reasonable relocation expenses will also be provided to the successful candidate. Residence in the City of McKinney within a reasonable time after selection will be required of the successful candidate.
