McAlester, a city with a progressive City Council is seeking a dedicated professional City Manager to manage the city with an eye the future. The historic city of McAlester is set in the beautiful mountainous terrain of Southeastern Oklahoma. The city of McAlester is seeking an experienced, dedicated, innovative and visionary leader to be its City Manager. The successful candidate is required to have a minimum of a Bachelor
=s degree in Public Administration or a related field and five years of appointed managerial or administrative experience; or a related Master=s degree and two years of such experience. An ICMA Credentialed Public Manager would be a plus. The successful candidate=s work history should show progressively responsible experience in local government administration, and in a variety of governmental functions (e.g., public safety, streets and sanitation, planning, economic and community development, human resources administration). He/she must demonstrate a commitment to continued professional development through attendance at professional conferences, workshops and seminars, publication, academic course work, and/or other vehicles. Residence in the city of the new City Manager will be required within a reasonable length of time after appointment unless specifically authorized by the City Council. The City Manager of the city of McAlester shall be appointed by a majority vote of the City Council for an indefinite term. The City Manager shall be appointed solely on the basis of education and experience in the accepted competencies and practices of local government management. The City Manager shall be the chief executive officer of the city, responsible to the City Council for the management of all city affairs placed in the manager’s charge by or under the city Charter. The city of McAlester is the trade center for Southeastern Oklahoma. The city has a population of nearly 18,000 and there is a population of 130,000 in the surrounding area. McAlester is linked north to south by U. S. 69 and the Indian Nation Turnpike and the city is linked east to west by U. S. 270 and Oklahoma State Highway 31. McAlester is the County Seat of Pittsburg County. The City of McAlester is nearby to the birthplace of Carl Albert, a native Oklahoman and past Speaker of the U. S. House of Representatives. The city of McAlester was incorporated as a city in 1899. The city operates under a Council/Manager form of government. The governing body of the city is the City Council. The City Council consists of a Mayor elected at large, and six Councilmembers elected by wards to alternating four year terms. The City Council appoints one of its members as Vice Mayor. The City Council appoints the City Manager and confirms the appointment of the City Attorney by the City Manager. The City Council also has the power to remove the City Attorney. The FY 2006 overall city budget is $29 million. There are 238 FTE city employees. Police and fire employees are unionized. The city currently has a high level of bond debt. The starting salary for the City Manager of the City of McAlester will be market competitive, depending on the experience and qualifications of the selected individual. In addition, the city provides an automobile allowance and an excellent fringe benefit package to the successful candidate.
