CITY OF LUBBOCK, TEXAS

 

The City of Lubbock (population 201,000) is the 11th largest city in Texas and is a community with a distinguished history, heritage and culture. Located in the heart of West Texas, it is the economic center of a 25 County region that is home to more than 500,000 residents. Lubbock is a leading medical center and regional financial center. Its economy is grounded in agriculture, manufacturing, wholesale and retail trade, as well as government and education. The home of Texas Tech University, Lubbock Christian and Wayland Baptist Universities and South Plains College, Lubbock has the eighth lowest cost of living ratio in the State plus a wide variety of high quality and affordable housing.

 

The City of Lubbock is governed under the Council-Manager form of government. The Director of Aviation reports to the Managing Director of Planning and Transportation. The position works with a seven member Airport Advisory Board appointed by the City Council. The Director of Aviation directs the operations of the Lubbock International Airport, a full service small hub served by four major carriers, Southwest Airlines, American Eagle, Delta Express and Continental. The Airport has an annual operating budget of $5.5 million, forty-seven (47) full time employees and is self sufficient supported by its own revenues. Lubbock International Airport served more than 1.0 million enplaned and deplaned passengers in 2002. The Airport provides space to two non-signatory freight carriers including FedEx, operates a parking garage under contract, a master concession agreement and an ARF Training Academy, two full service FBO’s, two flight schools and a large amount military training traffic.

 

Candidates for this position will have a minimum of a Bachelor’s degree Business, Public Administration or similar fields with seven to ten years of increasingly responsible aviation administration experience in a comparably sized airport having a similarly complex political and business environment. A MBA/MPA with three to five years of senior management and administrative responsibility is highly desirable, as is additional executive management training. Additional requirements include experience in commercial airport real estate and leasing operations and an extensive background in economic development are needed. Experience in developing retail activities in an airport setting would be highly desirable. Certification as an Accredited Airport Executive is preferred.
