The recruitment brochure outlines the experience, education, skills, abilities and personal characteristics identified as necessary or desirable for candidates for the Executive Director of the Local Government Insurance Trust (LGIT). The recruitment brochure will be used as a guide in the recruitment process, providing specific criteria by which applications will be screened and individuals selected for final interview and appointment consideration.
The LGIT Board of Trustees is seeking a dynamic and highly qualified individual to serve as its next Executive Director. The Board seeks a leader and professional manager with a varied background that includes local government and statewide public service experience, business expertise, experience and skills in the insurance industry and in strategic planning, familiarity with insurance pooling, and an individual who possesses unquestionable ethics and integrity. The successful candidate must maintain close communications with the 175 member municipalities, counties and other public organizations and governments and must exercise modern team-building skills for the 32 member staff of LGIT.
The position of Executive Director is a critical, visible position requiring strong management experience, exceptional leadership ability and a successful track record of working with or for local government or quasi-public agencies. The ideal candidate is required to possess a minimum of a Bachelor's Degree in Public Administration, Business Administration or a related field. A Master's Degree in Public Administration or Business Administration is preferred. The ideal candidate should also show evidence of continued professional development through completion of seminars, training programs in his/her chosen profession and active particiation in professional membership organizations. The successful candidate is required to have at least 7-10 years of progressively complex and responsible related work experience in local government insurance and/or administration, risk managment best practices, business organization and personnel management. This work experience must include supervisory and managerial experience.
The position of Executive Director is responsible for marketing, administration, management and direction of LGIT and supervising staff in accordance with the general direction provided by the Board of Trustees.
The Local Government Insurance Trust (LGIT) is a non-profit insurance pool. LGIT is owned and managed by local governments within the State of Maryland. Since it was established in 1987, LGIT has provided insurance coverage, loss control and management services based on the Trust’s understanding of risks faced by Maryland’s local governments. LGIT provides primary, public official and excess liability, property, boiler and machinery and environmental imparment converage to Maryland local governments. Currently, the Trust’s members include 132 municipalities, 17 counties and 26 other public organizations and governments across the State of Maryland. Operating revenues for LGIT at the end of FY 2008 (June 30, 2008) were $10.6 million, operating expenses were $10.8 million, non-operating revenues were $1.7 million and net assets were $41.4 million.
The starting salary is negotiable, depending on experience and qualifications. The starting salary is expected to reflect the background and responsibilities of the individual selected and is expected to be market-competitive. The LGIT offers an excellent fringe benefit program and reasonable relocation expenses are expected to be offered to the selected candidate.
