This is an outstanding opportunity to become City Manager of a progressive Texas city that is the Texas Gulf Coast’s best kept secret. League City is a dynamic community that operates under a Council-Manager form of government with an appointed City Manager. The City Council is looking for an experienced, modern City Manager to provide leadership to the City staff and to take the City to the next level.
The successful candidate for City Manager of the City of League City will possess a Bachelor’s degree in Public Administration or a related field. A Master’s degree in Public Administration or a related field is preferred. In addition, the successful individual is required to possess at least ten (10) years of experience in public administration or a related field.
Serving at the pleasure of the City Council, the City Manager is hired to carry out the policies and directives established by the City Council. In addition, the City Manager manages the day-to-day administrative operations of the City based on the Council’s recommendations. The City Manager also serves as the Council’s chief advisor; coordinates assigned projects with Departmental directors and City staff; and evaluates matters of policy and procedures.
It is required that the City Manager for the City of League City be a resident of the City or become a resident of the City within six months from the date of his/her appointment.
Located in southeastern Texas, League City is situated between Houston and Galveston with easy access to either city. With a current population of 83,560, League City is located on the south shore of 1,750 acre Clear Lake, directly across from NASA’s Johnson Space Center.
League City is in the north central part of Galveston County and part of Harris County, five miles south of the city limits of Houston. League City was formally incorporated on December 8, 1961, and adopted its Home Rule Charter on March 27, 1962. League City held a Charter Amendment election in May 2010 that adopted the Council-Manager form of government to provide for the appointment of a City Manager who shall be the chief administrative and executive officer of the City.
The governing body of the City of League City is the City Council. The City Council adopts the City budget, adopts ordinances with levy fines for violations thereof, and adopts contracts requiring expenditures of more than $50,000. The City Council delineates the general policy and programs that the City will adopt to serve the public. The City Council nominates and appoints the City Manager, City Attorney, City Secretary and the Municipal Judges.
The City of League City is a full-service City government. The League City annual operating budget for FY 2012 is $91,928,579. There are 532 budgeted positions. The City has an AA bond rating.
The starting salary will be market competitive depending upon the experience and qualifications of the successful candidate. In addition, a competitive benefits package will be provided to the successful candidate.
