The City of Kansas City is seeking interested, qualified candidates for the position of Housing Administrator. Located in the Heart of America, Kansas City, Missouri, (pop. 442,000) is a world class community with a long tradition of performing arts, outstanding sports, superb restaurants and spectacular entertainment. Kansas City has a rich history of supporting the cultural arts. The Kansas City economy is multifaceted, with a healthy retail sales base. Continued economic growth is vital to the City’s financial condition. Granted a charter in 1850, Kansas City now operates under the Council-Manager form of government. The elected leadership of the City is comprised of a Mayor elected at large and 12 Council Members. Members are elected for four-year terms of office with a two-term limit. The City Manager is appointed upon recommendation by the Mayor and confirmation/approval of the appointment by a majority of the City Council. The City Manager is responsible for a large, varied, multiple-purpose municipal organization, representing a workforce of 6,727 FTE spread across 19 departments and a current annual budget of $975 million. Additional information can be found at www.kcmo.org. This is highly responsible administrative and professional housing work in directing the CDBG program. The work involves responsibility at the discretion of the Director for the administration, coordination, and supervision of the major division of housing administration. Work primarily involves responsibility for carrying through to completion housing and related projects of a community wide nature. Work assignments are received through consultations with the Director regarding various community housing needs and problems. Once the problem area is roughly defined, an employee of this class is expected to exercise a considerable amount of independence in designing the project and carrying it through to completion. Work is reviewed for the extent to which it assists in defining the objectives and goals of the department as well as the extent to which it contributes to those objectives and goals.

Duties and responsibilities include:

Supervises and coordinates professional, technical, and clerical personnel engaged in housing and CDBG programs, in assembling and interpreting economic, social and related data for city housing projects.

Acts as technical advisor to subordinate personnel in solving difficult assignments and in reviewing the objectives, techniques, or resultant findings of assigned programs.

Performs research, planning, and technical analysis for more complex housing projects; supervises the preparation of comprehensive reports based upon careful research and study of housing and related problems.

Assists in the development of departmental objectives and policies through consultation with the Director and other division heads on housing and CDBG activities, programs and plans.

Assists the Director in the formulation of housing programs; prepares and reviews program time, cost estimates, and program schedules and other technical planning reports and proposals.

Confers with officials and other representatives of federal, state, and local governmental agencies, consultants, neighborhood and community groups on problems related to housing programs, projects, and plans.

Speaks before professional, civic, and neighborhood organizations on various planning housing programs.

Performs related duties as required.

The ideal candidate will have the technical skill as follows:

An extensive knowledge of the principles and practices of housing and community development;

A thorough knowledge of:

Economics, municipal finance, sociology, and community organization as applied to housing administration.

Common ordinances and codes and regulations pertaining to planning, housing and urban renewal and related activities of a municipal government.

Municipal agencies and legal procedures in connection with planning, housing, urban renewal programs.

The federal laws that relate to public housing.

Community Development Block Grant (CDBG) funds.

The ability to:

Direct, coordinate and supervise the activities of an assigned division responsible for a major aspect of the overall housing program.

Perform and supervise technical research studies and to supervise the work of assigned staff in the study, analysis and presentation of the results of such research.

Present clearly, and in an interesting manner, technical information to lay and professional groups and the general public.

Establish and maintain effective working relationships with associates, subordinates, municipal officials, board and commission members, representatives of other agencies and the general public.

This position requires a Bachelor’s degree from an accredited institution with major course work in Business Administration, Public Administration, or a related field; a Master’s degree is desired plus 3-5 years professional experience in city, housing or CDBG work preferred. Supervision may be exercised over a staff of professional, technical and clerical personnel. Work is performed under general professional direction. The starting salary is expected to be in the $90,000 to $100,000 range. The City provides an excellent fringe benefit program. Reasonable relocation expenses will be paid to the successful candidate. Residency will be required of the successful candidate.
