DEPUTY CHIEF ADMINISTRATIVE OFFICER

This is an outstanding opportunity to live and work in a progressive urban Midwestern county government located in America's heartland. Jackson County is the home of both Kansas City and Independence. The newly created position of Deputy Chief Administrative Officer (Deputy CAO) is appointed by and reports to a professional Chief Administrative Officer (CAO) who was recently appointed by a dynamic County Executive who has pledged to operate a professional county government. The successful candidate must have a Bachelor's degree in Public Administration, Business Administration, or a closely related field. A Master's degree in Public Administration or in a closely related field is preferred. An ICMA Credentialed Manager would be a plus. The successful candidate is preferred to have five or more years of progressively responsible management experience related to the responsibilities of this position. At least three years of this experience should have been at the supervisory level. Such experience should have been gained in a similar-sized local government as a county administrator/manager, city manager, deputy or assistant or similar position. An equivalent combination of education, training, and experience may be considered. Residence within Jackson County will be required of the Deputy CAO within a reasonable time after appointment. According to an Executive Order reorganizing the county administration, the professional Chief Administrative Officer (CAO) has been appointed by and reports to the County Executive. According to the same Executive Order, the Deputy Chief Administrative Officer (Deputy CAO) will be appointed by and will report to the CAO. Jackson County comprises 609 square miles and has a population of 660,000. There are 12 municipalities in Jackson County which account for 97 percent of the County population. The major cities within Jackson County are Kansas City (445,000; 322,800 of these citizens reside within Jackson County), Independence (111,000), Lee's Summit (79,000), Blue Springs (50,000), Grandview (25,000), and Raytown (30,000). Independence is the county seat. Jackson County operates under a home rule Charter which was adopted in 1970. In November, 2006, Mike Sanders was elected County Executive and assumed office on January 2, 2007. The starting salary for the Deputy Chief Administrative Officer will be market competitive, depending on the experience and qualifications of the selected individual. In addition, Jackson County will provide an excellent fringe benefit package to the successful candidate. Reasonable relocation expenses will also be provided to the successful candidate.
