Harold J. Gorman is an expert in public works and utilities management, specializing in strategic planning and competitive assessments of
organizations. He has over twenty-five years of experience in public works and utility management including extensive experience in managed competition of water and wastewater utilities.
Mr. Gorman provides expertise in key management
areas such as policy formulation, corporate governance, finance, asset management, strategic planning, capital and operating budgets, engineering and construction planning and organizational
and process restructuring.
He is a forward thinking retired utility executive who guided his utility through a
$1 billion capital improvement program while concurrently reducing operating costs and staff by 25%. His use of strategic planning, selective restructuring,
extensive cross-training and process improvements helped control costs and maintain customer rates at the same level for 15 years.
Mr. Gorman has eight years of consulting experience including recent
assignments to evaluate the impact of new technology on the capital financing program of a major U.S. water and wastewater utility. He has also served as
the lead management specialist on an advisory team which restructured a foreign water and wastewater utility and converted the utility from a government
agency to a private corporation. Mr. Gorman also serves as a utility expert in litigation issues.
Mr. Gorman retired recently from the Sewerage and Water Board of New
Orleans. He also served as the Director of the Public Works Department (formerly the Department of Streets) for the City of New Orleans. He graduated
with a B.S. in Mechanical Engineering from Tulane University and an MBA from the University of Chicago. He is a registered Professional Engineer in
Louisiana in the Mechanical and Environmental fields. He is a member of the American Water Works Association (AWWA) and the Water Environment Federation (WEF). He served for many years on the AWWA Water Utility
Council and was for many years a member of the Board of Directors of the Association of Metropolitan Water Agencies (AMWA) and the Association of Metropolitan Sewerage Agencies (AMSA). He was awarded the
Distinguished Performance Award by AMSA in 2004 for his outstanding work in the wastewater utility field.
He has testified before Congress, state legislatures and city councils on the
issues of public works and utilities. He has spoken extensively on management issues affecting public works and utility organizations at many national and regional meetings, conferences and seminars.
