This is an outstanding opportunity to provide leadership and management to a premier growing community with a high quality of life.  The City of Goodyear, Arizona, is the fourth fastest growing suburban city in the United States with a current population of 57,000 that will grow to 550,000 over the next twenty-five years. The City Council of Goodyear is seeking an experienced leader to serve as its next City Manager during this time of dynamic growth. The new City Manager will be expected to work with a progressive and involved City Council to lead the city for the future.  The City of Goodyear is seeking a strong, proven, dedicated, visionary, innovative and experienced individual to be its next City Manager.  Specific requirements of the successful candidate include a person who can reinvent the organization, a fiscally responsible person who is forward-thinking, has a proven track record and who reflects the values of the community; a person who provides the necessary tools for the City Council to govern the city effectively during a period of expected high growth; a person who has excellent communication skills, both verbal and written; and one who can effectively implement needed changes to the organization as the city grows and develops.  Other attributes of the successful candidate for City Manager of Goodyear include an intuitive/strategic thinker with active listening skills; a person who can successfully inspire staff; a flexible/adaptable person; an effective rapport builder and facilitator with excellent interpersonal skills; a calculated risk taker and creative problem solver; someone with a keen understanding of economic development; and a person capable of overseeing multiple projects while having the ability to effectively translate policy into work plans that will be successfully delegated to others.  The next City should possess at least seven to ten years of progressively responsible local government management experience.  A minimum of a Bachelor’s degree in Public Administration or a related field is required, with a Master’s degree in Public Administration or a related field preferred. Evidence of continued professional development such as designation as an ICMA Credentialed Public Manager is important.  The City Manager is appointed by and serves at the pleasure of the City Council of the City of Goodyear. The City Manager is chosen by the City Council solely on the basis of executive and administrative qualifications in local government management. The City Manager is the Chief Administrative is responsible for the proper administration of all affairs of the city.  Goodyear operates under a Council-Manager form of government. The City Charter government provides for a Mayor and six City Council. The staff of 566 full-time employees provides the following 10 functions to Goodyear residents: police, fire, street construction and maintenance, bulk sanitation, water and sewer, economic development, planning and zoning, engineering, neighborhood services and all general administrative services.  The FY 2007-2008 total all funds budget for the City of Goodyear is $497.4 million, with $90.2 million of that allocated to the General Fund.  Residency in Goodyear of the successful candidate will be required within a reasonable time after appointment.  For additional information, visit the City of Goodyear Website at www.goodyearaz.gov.
