The Village of Glenview seeks an Experienced
Municipal Executive to Serve as its New
Village Manager
The Community
Founded in 1899, the Village of Glenview is located in Cook County, Illinois, just 20 miles from downtown Chicago. Glenview (2004 population 44,000) is one of the fastest growing communities in the State with a 17.8% increase in population since 1990. Possessing a nationally acclaimed school system, low crime rate, and an expanding business climate, Glenview is the ideal place for residents looking for a small town environment with easy access to big city amenities.
In the early 1990’s Glenview faced a potentially devastating blow to its local economy with the closing of the 1121-acre Glenview Naval Air Station. The Village accepted the designation from the Department of Defense as the Local Redevelopment Authority and elected to assume the role of master developer. This ensured that all decisions related to the former Air Station were controlled at the local level, protecting the interests of the residents of Glenview. According to the Mission Statement for the redevelopment, the project was to “create a lasting source of pride for the community by building quality public amenities, infrastructure, housing plus recreational opportunities”. The former Air Station, now known as “The Glen” includes a mixed-use retail district, new homes, offices, sports, leisure, and educational space. Public amenities include Lake Glenview, Park Center, Gallery Park, Air Station Prairie, two golf courses, and a new commuter train station, all a result of Glenview’s visionary leadership.
Glenview is home to a number of nationally known firms including Kraft Research and Development Center, Scott Foresman Publishing, ITW/Signode, AON, Avon, Abt Electronics, Guarantee Trust Life Insurance, and Anixter.
The Village Government
The incumbent Village Manager is retiring after serving since 1982. His predecessor served from 1962 – 1982.
The Position
The Village Manager is the Executive Officer of the Village and is responsible to the Village Board for the administration of all Village affairs as outlined in the Village Code. The Village Manager appoints all Village employees and administrative officers. The current management team consists of the Assistant Village Manager, Director of Development, Police Chief, Fire Chief, Director of Finance, Director of Public Works, and Director of Economic Redevelopment. In addition to the Management team the Village has a Director of Communications as well as an Information Systems (Technology) Coordinator.
Issues/Challenges
Sustain the Village’s prudent approach to financial affairs and maintain its Aaa bond rating.
Ensure the successful completion of The Glen through aggressive marketing and development.
Continue economic development of the Village’s commercial sector including redevelopment of the Downtown.
Formulate a strategic plan for the Village as an organization including staffing and technology requirements for the future.
Maintain open communication and involvement for a broad range of interests in the community.
The Ideal Candidate
Education and Experience
Candidates for the position must have a minimum of a Bachelor’s degree in Public Administration, Business Administration, Political Science, Finance or similar fields, with eight to twelve years of increasingly responsible management experience in a comparably sized community with similar political, development, economic and business environments, or comparable service as an Assistant Manager in a larger community. A Master’s degree in Public Administration, Business, Finance or Political Science is highly desired, as is, a proven track record of success in a rapidly growing community. Additional executive management training is also desirable.

Compensation
The Village of Glenview has established an outstanding and competitive compensation package with the starting salary negotiable depending on experience and qualifications. The Village participates in the Illinois Municipal Retirement Fund and offers a deferred compensation plan, health and life insurance.
