Glendale is a dynamic, well-managed city located in the rapidly growing northwest part of the Phoenix metropolitan area (also known as the "Valley of the Sun"). It has a population of 225,000. The City operates under a Council-Manager form of government. The Human Resources (HR) Department is aligned with the City Manager’s office in order to achieve strategic human capital objectives. The Department’s Mission Statement is "To provide leadership that fosters the growth and development of all employees through proactive, innovative and quality customer service". The HR Department’s Annual Operating Budget is $18.7 million and there are 26.5 FTE employees. Essential functions of the HR Director include assuming full management responsibility for all functions and activities of the HR Department including recruitment and selection, classification and compensation, employee benefits, occupational safety and health, organizational development and training, employee relations, equal employment law compliance, city-wide volunteer services and risk management. The position requires a Bachelor’s degree in Public, Personnel or Business Administration, Industrial Relations or a related field. A related Master’s degree is preferred. The successful candidate must be experienced in all facets of an effective human resource program at the local government level and be a leader and member of the key Management Team of the City of Glendale. Eight years of experience in all phases of governmental human resources/personnel administration is required, including three years of progressively responsible supervisory experience. Any equivalent combination of training and experience which provides the required knowledge, skills and abilities is qualifying. The City is seeking a strong leader and manager who possesses financial acumen and political savvy and has a focus on customer service and quality of work product. A current PHR/SPHR Certification would be a plus. The salary range is $82,163 to $121,505 per annum, depending upon experience and qualifications, plus a competitive fringe benefit package.
