The Village of Glen Ellyn, Illinois, is seeking an experienced leader to serve as its next Village Manager. Glen Ellyn is a mature, western Chicago suburban community of 27,000 population that is very stable and has most of the amenities of a great small town that is close to a large city. Glen Ellyn is primarily a residential community with a mix of well-maintained housing stock. Its business and commercial uses do not include industry. Its historic central business district, excellent schools and tree-lined streets are assets of great importance to the residents of Glen Ellyn. Glen Ellyn is a fiscally-sound community with outstanding local leaders including a large number of active citizen volunteers. The Village President and Trustees traditionally serve only one four-year term in office, and there are three new Trustees every two years. This takes much of the politics out of Village government in Glen Ellyn but requires the Village Manager to act in a frequent educational leadership role with newly elected officials. The Village President and Board of Trustees have a history of cooperative working relationships for the betterment of the community. The Village of Glen Ellyn is seeking a strong and proven leader capable of building an effective and proactive team from a collection of capable and strong individuals to be its next Village Manager. Specific requirements of the successful candidate include a fiscally responsible person who is forward-thinking, has a proven track record and who reflects the values of the community; a person who provides the tools to the Village President and Board of Trustees to govern the Village effectively; a person who has excellent communication skills, both verbal and written. A minimum of a Bachelor’s degree in Public Administration or a related field is required with a Master’s degree in Public Administration or a related field preferred. Evidence of continued professional development such as designation as an ICMA Credentialed Public Manager is important. The Village of Glen Ellyn is seeking its fourth Village Manager in past 50 years. The selected individual will be responsible for administering the policies established by the Village Board, to direct and coordinate the operations of the Village departments and employees, and to make recommendations to the Village Board on Village affairs and issues including existing conditions and future requirements. The Village Manager, under and subject to the direction of the Village President and Board of Trustees, is the chief administrator of the Village and is responsible to the President and Board of Trustees for the proper direction of the administrative affairs of the Village. The Village Manager is appointed by the Village President, by and with the consent of the Board of Trustees of the Village. The Village is a mature community located approximately 23 miles west of Chicago. The government of the Village of Glen Ellyn is modeled after the New England “Town Hall” style of government within the constraints of the rules and regulations of the State of Illinois. The Village President is elected for a term of four years. As the Chief Executive Officer, the Village President has a variety of duties including the appointment of the Village Manager, Village Attorney, Village Prosecutor and members of citizen Boards and Commissions except the Village Board of Trustees. By community tradition the Village President and Trustees serves one, four-year term of office. The FY 2007 overall Village budget is $47 million and there are 109 full-time Village employees. Residency in Glen Ellyn of the successful candidate will be required within a reasonable time after appointment. The starting salary will be market competitive depending on the experience and qualifications. Reasonable relocation expenses will be paid by the Village.
