This position offers an exceptional opportunity to provide leadership and management to a vibrant division of the Environmental Waste Services Department of the City of Garland.
The City of Garland is seeking for its next SOLID WASTE COLLECTIONS MANAGER a professional manager with proven leadership, entrepreneurial and technical skills. The ideal candidate should be knowledgeable about divisional/commercial layouts; the Texas Commission on Environmental Quality (TCEQ) solid waste management rules and regulations; and environmental waste methods and procedures. This individual should also have skill in negotiation and conflict resolution; in analyzing data, in making recommendations, and in formulating options, strategies and solutions; and in performing accurate mathematical calculations. The successful candidate should also have the ability to assess and monitor the work load of subordinates. The City prefers someone with good management and leadership capabilities.
The successful candidate for the SOLID WASTE COLLECTIONS MANAGER will also possess as a minimum a bachelor’s degree from a four-year college or university with a major in Environmental or Civil Engineering, Business Administration, Public Administration or a related field plus 4-5 years experience in Solid Waste Management including supervisory experience or the equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Operational experience in hiring, motivating and retaining employees in a difficult work environment is preferred. The new Solid Waste Collections Manager must have excellent skills in communication and an established track record of vision and innovation must be part of his/her portfolio This position reports to the Solid Waste Collections Administrator in the Environmental Waste Services Department.
Since its inception, the City of Garland Environmental Waste Services Department (EWS) has been rooted in the concepts of providing the best customer service, operating efficiently, and promoting environmental stewardship. In late 2007, EWS made a commitment to implement an Environmental Management System (EMS) and work towards becoming a Clean Texas Gold Member. An EMS is a tool used to drive environmental performance by providing a systematic and consistent way of managing the environmental affairs of the organization. A functioning EMS helps an organization become more efficient and effective in accomplishing its environmental goals. As a result, the EMS will create an atmosphere for the organization to operate more efficiently and effectively as a whole.
Within 18 months of its inception, the EMS has developed into a maturing living system that is integrated into every area of EWS. The need to consider our environmental impact has always been acknowledged. The EMS is the vehicle EWS has implemented to most efficiently and objectively analyze, and ultimately, control these impacts.

The executive structure of the City includes the City Manager, Deputy City Manager and four Senior Managing Directors. The City of Garland FY 2009-2010 General Fund Budget is $132 Million with a total Operating and Revenue Budget of $569 Million. There are over 2000 employees of the City government.
The starting salary for the Solid Waste Collections Manager for the City of Garland will be market competitive, depending on the experience and qualifications of the selected individual. The expected starting salary for the Solid Waste Collections Manager will be in the range of $65,000 to $80,000. In addition, the City expects to provide an excellent fringe benefit package to the successful candidate. Reasonable relocation expenses will also be provided to the successful candidate.
