Population 223,000. Chief Information Officer is new position created in 2005. This position is part of the Senior Management Team of City management. The CIO provides technology perspectives on virtually all initiatives contemplated by the City. The City of Garland is seeking for its Chief Information Officer, a professional manager with proven leadership, entrepreneurial and technical skills. The ideal candidate should be adept in applying modern management principles and practices in a large, complex organization and an individual who brings successful experiences from inside or outside municipal government. The City requires someone with strong management and leadership capabilities, as well as proven collaborative skills. The successful candidate will also possess, as a minimum, a bachelor’s degree from a four-year college or university with a major in Information Technology, Business Administration, Public Administration or a related field. A Master’s degree in Information Technology, Business Administration, Public Administration or a related field is preferred. Evidence of continued professional development is also desired. The ideal candidate for the Garland Chief Information Officer position should possess a minimum of 15 years of experience in a highly progressive organization. This experience should include significant successful and progressive experience at the executive level in an organization of similar size and complexity to the City of Garland. Experience in a diverse organization and one that is experiencing growth is highly desirable. Public sector experience is desirable. Garland was originally incorporated in 1891. Garland voters adopted the Home Rule Charter in 1951. This established the Council-Manager form of government under which the City of Garland presently operates. The City has eight districts with a Council member elected from each district. The Mayor of Garland is elected at-large. The City Manager is appointed by and responsible to the City Council. The City Manager oversees the day-to-day operations of the City. The Executive structure of the City consists of the City Manager, Deputy City Manager and four Senior Managing Directors. The Chief Information Officer reports to the Deputy City Manager. The CIO will provide technical consultation to the Information Technology Board (ITB), which operates independently of the City’s IT Department. The ITB consists of the Executive Management Team, which serves in an advisory capacity with final decision authority resting with the City Manager. All Technology initiatives, including software, communications systems and major hardware investments, will be channeled through and approved by the ITB. The purpose of the ITB is to ensure that IT investments achieve a business purpose, to evaluate proposed projects from a cost-benefit and return-on-investment perspective, to prioritize requested IT projects and allocate available funding, while monitoring the progress of projects and minimizing redundancies. The City of Garland employees over 2000 full-time employees of the City government and 440 part time and seasonal employees. The 2005-2006 IT budget is approximately $10 Million. The Information Technology department currently consists of 52 employees and has a structure of 3 divisions. The City of Garland is located in the northeast quadrant of Dallas County, 15 miles northeast of downtown Dallas. From its early beginning in the mid-1880s as the communities of Embry and Duck Creek, Garland has grown to a present area of 57 square miles. It is the second largest city in Dallas County and the 10th largest city in Texas. The City of Garland is conveniently located within the Metroplex area and residents enjoy all of the amenities of a major metropolitan environment including access to major cultural and sporting events including teams in all major intercollegiate and professional sports. Major employers within the City include the Garland Independent School District, the City of Garland, CVS Pharmacy, Sears & Roebuck, Kraft Foods, Raytheon as well as Baylor Medical Center, which has a substantial campus in Garland. The starting salary for the Chief Information Office for the City of Garland will be market competitive, depending on the experience and qualifications of the selected individual. The expected starting salary will be in the low to mid $100s. In addition, the City will provide an excellent fringe benefit package to the successful candidate.
