Fredericksburg’s population is approximately 20,000. The City of Fredericksburg was incorporated as an independent city in 1782 and operates under the Council-Manager form of government. The governing body of the City is a City Council. The Mayor and six members of City Council are elected for four year, staggered terms. The City currently has 346 full-time employees and has an annual budget of $56 million. The City Manager, Clerk to the Council, and City Attorney are directly appointed by and serve at the will and pleasure of the City Council. All other city officials, including the Chief of Police, are appointed and serve at the pleasure of the City Manager. The City owns and operates water and sewer systems which are included as a department of general city government. The Fredericksburg Police Department is a full-service, contemporary law enforcement organization, subdivided into three operating divisions. These divisions include Patrol, Detective, and one support division, Administrative Services, which provides all administrative support, including emergency communications. Each division of the Department is commanded by a captain, appointed by the Chief of Police. Each of these three captains is management exempt under FLSA standards. The staff complement of the Department consists of 65 full-time sworn and 30 auxiliary police officers performing permanent administrative duty. There are 12 full-time and 4 part-time civilian administrative personnel plus 13 full-time communications officers, and as many as 10 part-time communications officers in support of the sworn officers. The Department also manages the Animal Control function with one full-time Animal Control Officer. This is an outstanding opportunity to provide leadership and management to a local government law enforcement agency that will face a number of challenges in the community as the City and its environs become more urban in character. The current Chief of Police has announced his intention to retire after a number of years successfully developing the highly regarded local police Department. The successful candidate for the Chief of Police position in the City of Fredericksburg is required to possess a Bachelor’s degree in Criminal Justice, Police Administration, or a related field and demonstrated evidence of continued professional development; completion of the FBI National Academy, the Southern Police Institute or a similar program is a real plus; a related Master’s degree would be highly desirable. This educational requirement should be supplemented by at least ten years of progressively responsible professional experience in local government law enforcement work which includes managing staff and operations; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. The successful candidate for this position must possess and maintain Virginia State Police Officer certification and must meet mandated firearms standards. In addition, the successful candidate for the Chief of Police position is required to possess a valid Virginia driver’s license and must pass a mandated physical examination. The successful candidate for the Chief of Police position in the City of Fredericksburg must not be a convicted criminal. The City of Fredericksburg is expected to pay a starting salary for the new Chief of Police in the range of $71,731 to $100,000 per annum.
