This is an outstanding opportunity to provide leadership to a distinguished Police Department in Franklin, Tennessee. The Department has recently moved into a new state-of-the-art headquarters with industry-leading facilities and equipment. The City of Franklin is seeking an experienced law enforcement professional to lead the Department following the retirement of its present Chief who is leaving after more than 15 years with the Department.
The City of Franklin is seeking a proven, dedicated, responsive, and experienced individual for its new Chief of Police. The ideal candidate will have seven to ten years of command-level experience in law enforcement and will be knowledgeable of modern police management, methodology, technology, and procedures. This person should be knowledgeable about and have experience with community-oriented policing and CALEA accreditation. The Chief should also understand objective achievement with a focus on performance measurement and best practices techniques. Prior experience as a Chief would be helpful. Deputy Chief or Assistant Chief experience in a larger jurisdiction would be helpful. A graduate of the FBI National Academy or an equivalent senior law enforcement executive training program is preferred.
The successful candidate will possess, as a minimum, a Bachelor’s degree with a major in Criminal Justice, Public Administration, Business Administration, or a related field. A related Master’s degree is preferred.
The Chief of Police of the City of Franklin will be selected by and report directly to the City Administrator. The current Chief sought and accomplished accreditation by the Commission on Accreditation for Law Enforcement Agencies (CALEA), and the Department is now beginning its fourth cycle of accreditation.
Franklin has one of the lowest crime rates per capita in Tennessee and is generally thought of as having one of the finest police departments in the south. The Department is, however, seeing more urban crime issues beginning to filter into the City. and believes that this can be countered by some proactive steps and an understanding by the new Chief of Police of technologies/trends to counteract this.
The FY 2010 overall City general fund budget is $50 million. There are 670 City employees.
The Police Department recently moved into a free-standing headquarters, equipped with cutting-edge technology and equipment. There are some changes which are anticipated to occur within the Department as the area grows and the new Chief settles in. With an annual general fund budget of $13.6 million, the Department currently has an authorized strength of 145 sworn officers and 30 civilian employees. Some of the existing vacancies may be filled as the City continues to grow in population and the economy continues to improve. While there was a general reduction in the City budget of 15% within the last 2 years, the City has not laid off any employees and has not reduced any services. This budget reduction did, however, affect the filling of some of the current vacancies within the Department. Generally, turnover is low in the Department.
The compensation for the Chief of Police of the City of Franklin will be market competitive depending on experience and qualifications. In addition, an automobile will be provided, as well as a competitive fringe benefit program. Reasonable relocation expenses (as appropriate) will be provided to the successful candidate. The Chief of Police must maintain a residence within the City of Franklin or its urban growth boundary.
