The City of El Reno is a city rich in history with buildings on the National Register of Historic Places. It is a city with good housing stock, some places being on this National Register. El Reno boasts a technology center, a college, an airport (El Reno Regional Airport and Industrial Park), a hospital, and the only rail-based trolley in the state of Oklahoma. El Reno is the recipient of a 2006 Great American Main Street Award for its successful efforts in revitalizing its historic commercial district through historic preservation. This award was presented at the 2006 National Main Street Conference in New Orleans, Louisiana. El Reno is a thriving community today as a direct result of its dedication to its history and all the intangible qualities that make it unique stated the president of the National Trust for Historic Preservation at the presentation. Instead of community leaders allowing El Reno to deteriorate they breathed new life into this special town and, as a result, the community is flourishing as well as a favorite tourist destination. The municipal government provided by the Charter of the City of El Reno is a council-manager form of government. The City Council is the governing body of the City. The City Council consists of a mayor elected to a three year at-large term and four council members who are elected for four year staggered ward terms. At the first meeting after the time prescribed for the beginning of the terms of the newly elected councilmembers the council elects from its membership a vice mayor who has all the powers, rights, privileges, duties and responsibilities of a councilmember including the right to vote on questions. The vice mayor acts as mayor during the absence, disability or suspension of the mayor or during the vacancy of the office of mayor until another mayor is elected by the council for the completion of the unexpired term. The City Manager is the chief administrative officer of the City and is appointed for an indefinite term by the council. The City of El Reno is seeking a dynamic, creative individual to become City Manager. The City is looking for an individual with good communication skills, a minimum of three years experience in local government, and strong skills in economic development. The successful individual will also possess as a minimum a Bachelor’s degree from a four-year college or university with a degree in Public Administration, Business Administration, Political Science or a related field. A Master’s degree in Public Administration, Business Administration, Political Science or a related field is preferred. An ICMA Credentialed Manager would also be a plus. The City Manager of the City of El Reno shall be the Chief Administrative Officer and head of the administrative branch of the city government. He/she shall execute the laws and ordinances and administer the government of the city and shall be responsible therefore to the council. Issues facing the City include aging infrastructure, utilization of city resources, and anticipated growth surge. The City of El Reno was founded soon after the land run of April 22, 1889, on the south banks of the North Canadian River. Fort Reno, established to mediate disputes within the Cheyenne – Arapaho Indian Reservation, was already located nearby. Fort Reno remained in service until 1948, serving as a POW camp during Word War II. El Reno’s estimated population is 16,000. The median household income is approximately $31,200. The City of El Reno’s Comprehensive Plan, Catch the Vision, sets out a planning process including a general summary of community development policies, a comprehensive look at all geographic areas of the community and all functional elements impacting development, a long-range look going beyond immediate concerns to issues and possibilities expected over the next 10 years, and a coordinated method of identifying ways to accommodate change and serve as the foundation for capital improvement planning. The starting salary for the City Manager of the City of El Reno will be market competitive, depending on the experience and qualifications of the selected individual. The expected starting salary will be in the range of $75,000 to $95,000, as negotiated by Council. In addition, the City expects to provide an excellent fringe benefit package to the successful candidate. Reasonable relocation expenses will also be provided to the successful candidate. Residence within the City limits of El Reno will be required within a reasonable time following appointment.
