Durham’s population is 237,006. Durham is located 23 miles from the Virginia border in the northeast corner of North Carolina’s Central Piedmont. Durham is called the City of Medicine, USA, and Durham County is also a County with Merit (Medicine, Education, Research, Industry, and Technology). Durham operates under a council-manager form of government. Durham City Council is made up of seven members, three members from specific wards, three members at-large and the Mayor. The City Manager has the authority to transfer budgeted amounts between departments within any function. The current City Operating Budget is $280M (General Fund) and the City has 2,000 employees. The City has a AAA bond rating. Some of the community issues that the new City Manager will face include neighborhood and downtown economic development and revitalization efforts, affordable housing, a new multi-modal transportation facility, a possible regional transportation system, some deferred infrastructure maintenance, crime and unemployment. The City Manager is responsible to the City Council for the efficient administration of all the affairs of the City under his/her direction and control. The City Manager must attend all meetings of the City Council, with the right to take part in the discussion, but not to vote. The City Manager shall have power to appoint and remove all heads of departments and all subordinate officers and employees of the City except the City Clerk, the Collector of Revenue and the City Attorney. The City is seeking an outstanding individual who has the experience and vision to assist the City Council in taking the community to a new level of success. A Bachelors degree in Public or Business Administration or related field is required. A Master of Public Administration, Business Administration or related advanced degree is preferred. Evidence of continued professional development through active participation in professional membership associations. A minimum of five years of progressively responsible experience as a city manager, deputy city manager or assistant city manager or related experience in a comparably sized or larger, full-service city is required. Experience in economic development, infrastructure replacement and development, budgeting and financial management, municipal utilities and human resources development is preferred. The successful candidate will possess experience and demonstrated performance in the following: Municipal finance; Budgeting; Planning and organization; Managing people; Communication, both orally and in writing; Interpersonal skills and customer service; Visionary leadership with teambuilding qualities; and Affordable housing. The expected starting salary range is dependent upon qualifications and experience and is expected to be market competitive in the range of $140,000 to $145,000 per annum.
