Organizational Development

As a part of our extensive studies of governmental operations, we have developed an employee survey to assess the organizational climate of human resources in a department, division, function and/or in the total organization. This survey measures an employee’s assessment of the effectiveness of 12 value-based categories of his/her organization. This instrument is called an Organizational Climate Survey, or OCS. It was developed a number of years ago and copyrighted by James L. Mercer,  President/CEO of our firm, based upon work that he did in conjunction with Dr. Rensis Likert, considered by many to be the father of participative management, and other leading researchers and management consultants dealing with organizational change. The OCS is very practical, easy to administer and interpret and has been used successfully with over 100 of our clients, most of which are local governments.
