This is an exciting opportunity to live and work in an urban Midwestern city located in America's heartland. Dayton was the first large city in the United States to adopt the council-manager form of government by charter in 1913. The City of Dayton is seeking two highly qualified individuals to fill the key positions of Assistant City Manager (ACM) for Operations and Assistant City Manager (ACM) for Strategic Development. The selected individuals will work under the direction of the City Manager. ACM for Operations: The City of Dayton, Ohio, is seeking a dedicated, responsive, and experienced individual for its ACM for Operations. The ideal candidate will command a wide range of knowledge in relation to City of Dayton polices and procedures, including personnel procedures, and be attuned to the changing environment in which the City operates. The successful candidate must have a Bachelor's degree in Public Administration, Business Administration, or a closely related field. A Master's degree is preferred. The successful candidate should also possess a minimum of eight years of progressively responsible experience in public administration or private industry. Three or more years of operational or line management experience in a union environment is preferred. ACM for Strategic Development: Candidates for the ACM for Strategic Development position will have the same educational and professional development characteristics as the ACM for Operations. In terms of experience, the successful candidate should also possess a minimum of eight years of progressively responsible experience in public administration or private industry. Three years of economic or business development experience is preferred. The City of Dayton Charter requires the successful candidates for both ACM positions to be residents of the City of Dayton at the time of appointment. This has been interpreted to be their first day of work. The ACM for Operations and the ACM for Strategic Development report directly to the City Manager and will act on his/her behalf in representing the City in whatever capacity is needed. These positions serve as advisors and members of the City Manager's key leadership team and may act as the City Manager as needed. To this purpose, the ACM for Operations and the ACM for Strategic Development must remain fully aware of all key issues, concerns, problems, philosophies, and strategic direction of the City Manager. These positions are unclassified appointed positions and the incumbents serve at the will of the City Manager. The ACM for Operations for the City of Dayton assists the City Manager in directing the overall operations, policy development and implementation of the City of Dayton's line service functions. The ACM for Strategic Development for the City of Dayton assists the City Manager in directing the overall strategy and policy development and implementation of economic development, business retention and expansion activities. This position supervises the Office of Economic Development and coordinates the development activities of all other city agencies. The City of Dayton, Ohio, offers great attractions and historical sites, fantastic arts venues, a thriving downtown, beautiful parks, a variety of sporting sites and excellent shopping and dining. With a population of 166,000 citizens, Dayton is well known for its family-oriented, warm and friendly neighborhoods, its many parks, golf courses and bike paths and enviable cultural resources. Dayton is ranked 6th in the nation for affordable housing and regular commute times into the City average 19 minutes. The city has five City Commission members who serve as the governing body for the city. Dayton is a full-service local government offering the traditional services provided by many municipalities such as police, fire, water & wastewater, solid waste, public works, parks & recreation, etc. The City is also responsible for the Dayton Airport and a number of functions not typical of a municipality. The current General Fund annual operating budget for the city is $169 million. The city has 2674 FTE employees. The starting salary for the ACM for Operations and the ACM for Strategic Development of the City of Dayton will be market competitive, depending on the experience and qualifications of the selected individual. The expected starting salary for each position will be in the range of $100,000 to $128,030. In addition, the City expects to provide an excellent fringe benefit package, including medical/dental/life/long-term care insurance, retirement plans and an automobile or auto allowance to the successful candidates.
