This is an outstanding opportunity to become City Manager of a progressive southern city that is home to State government and the main campus of the University of South Carolina. Columbia is a diverse community that operates under a council-manager form of government. The Mayor and City Council are looking for an experienced, modern city manager to provide leadership to the City staff and to take the City to the next level.
The successful candidate for City Manager of the City of Columbia will possess a Master’s degree in Public Administration, Business Administration, or a closely related field. In addition, the successful candidate will possess at least ten (10) years experience as City Manager, County Manager, Deputy or Assistant in a municipal or county government of similar complexity to the City of Columbia. Also required is considerable experience in dealing with other governmental entities including special districts, state government, county government, federal agencies, etc. Any combination of experience and training which provides the desired knowledge, skills and abilities will be also be acceptable.
The City Manager of the City of Columbia is responsible for overseeing the overall function and administration of the City government of the City of Columbia. The City Manager is responsible for recommending major legislative changes to the Mayor and City Council.
The City of Columbia is located approximately halfway between New York City and Miami and is the hub of a dynamic region that is one of the fastest growing on the east coast. According to the 2000 U. S. Census, Columbia has a population of 116,278. The City is the county seat of Richland County and has a diverse population with approximately 46 percent of city residents being African American.
The governing body of the City of Columbia is the Mayor and City Council. They make policies and enact laws. There are four (4) City Council districts with one City Council member elected from each district. The City of Columbia is a full-service City government. The annual operating budget for FY 2008 is $ 1,093,443,847 billion. There are 2,267 FTE City employees.
The starting salary for the new City Manager of the City of Columbia will be market competitive depending upon the experience and qualifications of the successful candidate. In addition, a competitive benefits package will be provided to the successful candidate.
