Two managers since ICMA recognition in 1998, four managers since 1980.  Starting salary negotiable depending on experience and qualifications ($90,000 to $110,000 annually), plus auto/auto allowance and competitive fringe benefit program. Chief Administrative Officer, appointed by the Mayor (directly-elected at-large for a two-year term) and an eight member City Council (elected by district for two-year terms). All elections occur in odd years and are non-partisan. Six City Managers have served the community since 1961. Requires Bachelor's degree in Public Administration or related field. A Master's degree is preferred. Requires 7-10 years of significant experience as a city manager, deputy or assistant, preferably in a community characterized by the presence of a major university or equivalent government facility. The successful candidate should possess a strong background in economic development/redevelopment, neighborhood preservation, financial planning/management/budgeting experience. Strong intergovernmental relations, negotiating (particularly with labor unions), communications, and customer service skills and abilities are required. The successful candidate should be technologically up to date, someone who can provide effective background on issues to the Council and who can provide solid leadership to staff, while following up to assure success.
