This is an outstanding opportunity to provide leadership and management to an important department in one of the most vibrant and progressive county governments in the United States and one of the largest county governments in South Carolina. Charleston County has a population of 332,000. The County operates under a Council-Administrator form of local government. The total County budget for FY 2009 is $371 million.
Reporting to the Assistant County Administrator for Finance, Charleston County is seeking a proven, dedicated, innovative, ethical and experienced individual for its new Contracts and Procurement Director. The current Director will be retiring in February of 2010.
The Director of Contracts and Procurement is responsible for providing the overall focus for all of the County’s procurement needs, improving coordination, and developing and managing initiatives to maximize community involvement. The Director of Contracts and Procurement assists other county personnel in the proper application of procurement policies.
The successful individual will possess as a minimum a Bachelor’s degree in Public or Business Administration. A Master’s degree in Public or Business Administration is preferred. The successful candidate must be a Certified Purchasing Manager (CPM) or a Certified Public Purchasing Officer (CPPO) or be able to obtain certification within two years of hiring. It is preferred but not required that the successful candidate have at least 6 years of directly related work experience with at least 3 years in a supervisory/management capacity.
The successful candidate for Contracts and Procurement Director of Charleston County will be one who is personally energetic, reliable, accountable, who delgates effectively and is able to make tough decisions. The new Contracts and Procurement Director must be proficent in advising on complex contractual issues, and supporting departments with sound professional and ethical procurement practices.
Charleston County Council employs a County Administrator who is responsible for managing the day-to-day operations of the County. The Contracts and Procurement Director reports directly to the Assistant County Administrator for Finance.
The preferred candidate will provide leadership in managing the Contracts and Procurement Department of 14 exempt and non-exempt employees serving over 40 internal departments. In addition, the successful candidate should ensure fair and open competition of over 1,500 annual formal and informal solicitations and manage 20,000 annual purchase card transactions. Further, the Director will manage the parts warehouse (over 100,000 items issued annually) for the County’s vehicle fleet maintenance department. The Director will also be responsible for managing an innovative Small Business Enterprise Program.
Charleston County is a culturally diverse and progressive county government. The County Council is the legislative and policy making body of Charleston County. A Clerk of Council and Deputy Clerk provide administrative support and maintain official records of County Council meetings and activities. A full-time County Administrator, hired by County Council, is responsible for day-to-day operations of the County. Charleston County Government is composed of 43 departments and offices. A staff of over 2,200 serves the citizens of Charleston County.
Charleston County is located along the southeastern coast of South Carolina. The County encompasses approximately 919 square miles of land, marshes, rivers and wetlands with a coastline that stretches nearly 100 miles along the Atlantic Ocean. Charleston County’s population is estimated at 331,917.
The salary range for the Contracts and Procurement Director position is $78,249.60 to $88,067.20 depending on the experience and qualifications of the selected individual. In addition, the County provides an excellent fringe benefit package.
