This is truly an outstanding opportunity to provide leadership to one of the top city health departments in the United States. The Board of Health is seeking a highly qualified and motivated individual for the position of Health Commissioner. The Board requires the successful candidate for Health Commissioner of the Cincinnati Health Department to possess many important leadership characteristics gained in management of complex public or private sector health care organizations. It is required that the successful candidate possess public health experience in a diverse urban setting similar to Cincinnati, plus six years of progressively responsible administrative/management experience. The successful candidate is required to have the equivalent of a doctor of medicine (MD) degree, or a doctoral degree (PhD) in public health or related biological sciences from an accredited college or university. A master’s degree in public health (MPH) combined with other graduate degree(s) may be considered. The successful candidate should have a commitment to diversity. The Health Commissioner is appointed by and reports directly to the Cincinnati Board of Health, which consists of nine members appointed by the Mayor with the approval of the City Council. The Commissioner is responsible for planning, directing, managing, and overseeing the activities and operations of the Health Department; ensuring that health standards of the City of Cincinnati and the Ohio Department of Health are maintained in compliance with Board of Health regulations and local, state, and federal laws; coordinating assigned activities with other departments and outside agencies; and providing administrative support to the Board of Health. The Commissioner oversees six public health centers throughout Cincinnati, which provide medical, dental, pharmaceutical, and STD/HIV care to approximately 45,000 citizens of Cincinnati. The Board of Health is responsible for the promotion, protection, and maintenance of the public's health. This responsibility may be achieved by (but is not limited to) development and enforcement of health laws, prevention of disease, education, and curative and rehabilition activities. Some governmental functions, while not strictly health services, might be most expeditiously effected via the Board of Health and for that reason should be done by the Board of Health. The Board of Health’s responsibility necessitates involvement with other jurisdictions and agencies, both within and outside the city. This responsibility is sanctioned by the Ohio Revised Code, the Cincinnati Municipal Code, Board of Health Regulations, and by general public health standards. This mission is achieved by development and enforcement of health regulations, prevention of disease, education, and curative and rehabilitative activities. The Health Department operates three divisions: Primary Health Care, Community Health Services, and Technical Resources. The City of Cincinnati is a mature city that possesses a number of world-class community attributes. These include cultural amenities such as the acclaimed Cincinnati Symphony Orchestra, The Cincinnati Ballet, the award-winning Cincinnati Zoo and Botanical Garden (rated the number one attraction in Cincinnati for its award-winning exhibits and one of the top five best zoos in the nation, it is also one of the top ten best zoos for kids), the Cincinnati Museum Center, the Aronoff Center for the Arts designed by renowned architect Cesar Pelli, and Eden Park’s Krohn Conservatory, a nationally recognized showcase of more than 3,500 plant species from all over the world. Cincinnati is a diverse community with 53% White; 42.9% African American; 1.5% Asian & Pacific Islander; 1.3% Hispanic; and 1% of other origins. The Hispanic community is growing in Cincinnati. The popoulation of the Cincinnati metropolitan area is 1.95 million, with the City of Cincinnati having a population of 330,914. The 2000 Census population for Hamilton County is 854,303 of which about 39 percent reside in Cincinnati. Cincinnati is centrally located and is less than two hours from Columbus, Indianapolis, Lexington and Louisville. The City is a regional financial and commercial hub and is home to 10 Fortune 500 corporations including Procter & Gamble, The Kroger Co., Fifth Third Bank and Federated Department Stores. Cincinnati is located in the extreme southwestern corner of the State of Ohio and covers an area of 414 square miles. Cincinnati is the County seat of Hamilton County. Hamilton County is the third largest county in Ohio. An appointment may be made within this range by the Board of Health depending on the experience and qualifications of the selected individual.
