The City of Bryan is located in Central Texas, between Austin and Houston. Bryan is a diverse, growing community of 75,000 citizens with a truly historic downtown. It is also a dynamic community with a mix of old and new developments of the highest caliber. Bryan is nearby to Texas A&M University, the third largest university in the nation, and boasts a wide array of residential housing and a diversified high-quality commercial base. The City was incorporated in 1872 and is a home-rule city that operates under the council-manager form of government. The current annual all funds budget including Bryan Texas Utilities (BTU) is $245.3 million. There are 627 FTE City and 187 BTU employees. The City provides a full-range of municipal services as proscribed by statute or charter, including police, fire and emergency medical services, parks and recreational facilities, library services, street maintenance and construction, public improvements, general administrative services and water, sewer and sanitation systems. The City Manager, City Secretary, Municipal Judge, City Attorney, Internal City Auditor and the Bryan Texas Utilities (BTU) Board, which governs the City electric utility, all report directly to the City Council. The City Council is the governing body of the City. The Mayor and one councilmember are elected at-large for three-year terms. Five councilmembers are elected from single member districts. Terms of office are staggered and are limited to two three-year terms. The City of Bryan is seeking for its next City Manager a professional manager with proven leadership, entrepreneurial and technical skills. The successful candidate will also possess as a minimum a bachelor’s degree from a four-year college or university with a major in Business Administration, Public Administration or a related field. A Master’s degree in Business Administration, Public Administration or a related field is preferred. Evidence of continued professional development is also desired. The ideal candidate for the Bryan City Manager position should possess a minimum of 15 years of experience in a highly progressive organization. This experience should include significant successful and progressive experience at the executive level in an organization of similar size and complexity to the City of Bryan. The City Manager of the City of Bryan, as chief executive officer of the City, provides the primary source of leadership to the administration and staff, directs and supervises the administration of all departments, directs the operation of all municipal functions, and is responsible for the supervision and efficient operation of all City departments. Working closely with Department Directors, the City Manager coordinates the provision of services to Bryan residents and businesses, assumes responsibility for asserting a leadership role in the community, and strives to improve intergovernmental relationships. The City Manager assists the City Council in developing policy proposals and program alternatives, establishing long-range goals and objectives of the City, and determining revenue saving options. The City Manager keeps the City Council fully advised of the financial condition and future needs of the City and makes recommendations concerning the affairs of the City as deemed desirable. Bryan-College Station is located in Brazos County in east central Texas. Bryan and College Station are cities similar in size, having a combined estimated population of approximately 155,000. The cities have separate governments; however, a mutual aid agreement allows one city to take care of the other to ensure citizens’ utmost protection. The starting salary for the City Manager of the City of Bryan will be market competitive, depending on the experience and qualifications of the selected individual. The expected starting salary will be in the range of $140,000 to $150,000. In addition, the City expects to provide an excellent fringe benefit package to the successful candidate.
