CITY OF BOWIE, MARYLAND

This is a unique and exciting opportunity to provide leadership to a continually building police department. The department will be moving into the newly constructed City Hall in April of 2011.  The City of Bowie, Maryland, is seeking an experienced law enforcement professional to follow the lead of the prior Chief who resigned effective November 26, 2010, and continue the building of the Department. The successful candidate will also be responsible for continuing to equip, staff, manage and direct the department in a manner consistent with the high quality services that the City of Bowie provides to its citizens.

The City of Bowie is seeking a proven, dedicated, responsive, and experienced individual for its new Chief of Police. The City prefers its new Chief of Police to be an individual who has at least ten years of progressive management experience in law enforcement, and someone with knowledge of modern police management, methodology, technology, and procedures. Prior experience as a Chief would be helpful. A graduate of the FBI National Academy is preferred. The successful individual will possess, as a minimum, a Bachelor’s degree from a four-year college or university with a major in Criminal Justice, Public Administration, Business Administration, or a related field. A related Master’s degree is preferred.

The Chief of Police will be selected by the City Manager after an informational meeting with the City Council and will serve as a member of the City management team.  General supervision and oversight will be received from the City Manager who will review and evaluate the Chief’s work on the basis of overall results achieved.

The City of Bowie, with a current population of 55,598, was incorporated as a town in 1916. Bowie is now the largest municipality in Prince George’s County and the fourth largest city in the State of Maryland. The City of Bowie lies within the Chesapeake Bay Watershed and is located in the northern part of Prince George’s County at the crossroads of highways MD 3/US 301 and US 50.  Although considered to be in the Washington, DC, metropolitan area, the City’s location also gives it easy access to Baltimore and Annapolis.  The City comprises approximately 18 square miles.

Because of its proximity to Washington, DC, Annapolis, and Baltimore, Bowie enjoys the best of what life has to offer: top rated restaurants, shopping, theater, sports, and entertainment.

The City of Bowie operates under a Council/Manager form of government.  Policy-making and legislative authority are vested in a City Council consisting of seven members (Mayor and six Council members).

In April of 2011 the Police Department will occupy the ground floor of the new City Hall. This is a state-of-the-art facility. The Department will have the latest technology and equipment possible.

The plan for the Police Department is to work toward full staffing with 57 sworn officers, six civilian employees, and five patrol squads including one sergeant and six patrol officers.  It is hoped that this goal will be accomplished over the next few years. The Department budget for FY 2011 (ending June 30, 2011) is $6.289 million.   

The Chief of Police of the City of Bowie will be a member of the classified City merit system with a salary equivalent to that of a Department Director (Hiring range: Up to $120,000 annually for the ideal candidate) depending on the experience and qualifications of the selected individual.  In addition, an automobile will be provided, as well as a competitive fringe benefit program. Reasonable relocation expenses (as appropriate) will be provided to the successful candidate. Residency in the City of Bowie is not mandated but is preferred of the successful candidate.
