This is an outstanding opportunity to become City Manager of a dynamic and progressive full-service City that is the third largest municipality in Maine. Bangor is a cultural and historic community that operates under a Council-Manager form of government. The City Council is looking for an experienced, modern City Manager to provide leadership to the City staff and to take the City to the next level.
The successful candidate for City Manager for the City of Bangor is required to possess a Bachelor’s degree from an accredited college or university in the field of Political Science, Public Administration, Government, Business or a closely related field. A Master’s degree in a related field is preferred. In addition, the successful candidate should possess at least seven (7) years of executive level management and supervisory experience as City or County Manager, an Assistant or Deputy City or County Manager or equivalent experience. Experience in economic development and redevelopment is preferred.
The City Manager of the City of Bangor is appointed by the City Council and serves at their pleasure for an indefinite term according to the provisions of the City Charter. The City Manager is the chief executive and the chief administrative officer of the City government. The successful candidate for the City Manager position of the City of Bangor must reside within the City of Bangor within a reasonable time following his/her employment. The City of Bangor (www.bangormaine.gov) operates under a home rule Charter originally adopted by the voters in 1931. The City of Bangor provides a full range of municipal services.
The City of Bangor is situated in eastern Maine, is the Penobscot County seat, and is the third most populous of Maine’s 22 cities. The City occupies approximately 35 square miles on the western shore of the Penobscot River.
The City Council is responsible for establishing overall policy, adopting an annual budget, and providing general oversight to the City’s operations. Councilors are elected to three-year terms and three positions on the Council are up for election each year in November. Once elected, Councilors are limited to three consecutive three-year terms. With the exception of the management of the City’s primary and secondary schools, the City Council has responsibility for the conduct of the City’s affairs.
The FY 2010 annual operating budget for the General Fund for the City of Bangor is $88.7 million ($45.8 million for City and $42.9 million for schools). The total FY 2010 annual budget including enterprise funds and tax transfers from the county is $118.9 million.
The starting salary for the new City Manager of the City of Bangor will be market competitive depending upon the experience and qualifications of the successful candidate. In addition, a competitive benefits package will be provided to the successful candidate.
