In the Mayor’s administration are the First Deputy Mayor, a Chief of Staff and a Deputy Mayor for Intergovernmental Relations. The mission of the Department of Finance is to provide a full range of financial services to City agencies; collect and invest all monies due the City; manage City debt; and execute fiscal policy as established by the Board of Estimates. The Director of Finance position is responsible for planning, coordinating and directing the financial activities of the City of Baltimore with responsibility for overseeing the management of the functions of budget and management research, accounting operations, treasury management, purchasing, payroll and disbursements, and risk management. The Department of Finance is comprised of four bureaus (Budget and Management Research, Accounting and Payroll Services, Purchasing, and Treasury Management) and the Office of Risk Management. Requires Bachelor's degree in Finance, Business Administration or a related field. Requires seven years of experience in financial management including experience in directing activities in three of the following five fields: budget administration and analysis, management research and analysis, purchasing, accounting or treasury management. A Master's degree is preferred and may be substituted for one year of the experience required.
