The City of Albany is seeking a dedicated, responsive, and experienced individual for its next Downtown Manager. The ideal candidate will be a proven leader and manager as well as be someone with the experience, knowledge and abilities to be successful in a dynamic and fast paced environment.
The ideal candidate for Downtown Manager of the City of Albany should be organized, innovative and committed to the development, redevelopment and overall success of downtown Albany. The ideal candidate should also possess a high degree of ethics, honesty, integrity and personal maturity. The successful candidate must possess a Bachelor's Degree in Public or Business Administration, Engineering Science or a related field. A Master’s Degree in a related field as well as ten (10) years of progressively responsible senior-level leadership and management experience in downtown/main street management is desirable. At least three (3) years of successful experience in downtown development and venture project development and management and over two (2) years of experience in real estate, urban planning, or economic development are required. The candidate eventually selected must possess or be able to immediately obtain a valid Georgia Driver’s License.
Under the general direction of the City Manager, the new Downtown Manager will be responsible for management and direction of all aspects of downtown development and redevelopment of the City of Albany, including coordination of planning and project management of development projects. An additional duty of the Downtown Manager is to serve as the Executive Director of the Albany-Dougherty Inner City Authority (ADICA), a public corporate body and an instrumentalilty of the State of Georgia. The principal focus of ADICA is to broaden the tax base for Downtown Albany by planning for and encouraging high quality growth and development in the ADICA area of interest. In addition, ADICA is focused on providing support to existing businesses and residents to ensure retention of existing tax bases.
Albany has developed a diversified industrial economy which includes companies such as Procter & Gamble, Master Foods, Miller Brewing Company and M&M Mars. The chief farm products are cotton, peanuts, corn, and tobacco, and to a lesser-extent, paper-shell pecans and forest products. Other key economic generators in the community are the Marine Corp Logistics Base and Phoebe Putney Hospital.
Albany has three (3) hometown colleges and a job corps center. Albany State University is a senior unit of the University System of Georgia. With more than 40 major fields of study, the college offers undergraduate and graduate degree programs. Albany Technical College also provides degree programs and Darton College provides a two-year study program.
Other Albany amenities include the Flint RiverQuarium which features both the freshwater and saltwater river ecosystem of Southwest Georgia, the Albany Civil Rights movement Museum which presents stories of ordinary people that you may identify with, the Thronateeska Heritage Foundation which is a history museum and a science museum and the dynamic Riverfront Development of Albany.
The City of Albany has operated under the Commission-Manager form of government since January 14, 1924. Albany City government is full-service in nature. The Water, Gas and Light Commission of Albany, the Chehaw Park Authority and the Albany-Dougherty Inner City Authority (ADICA) are independent entities.
The FY 2010 annual operating budget for the City of Albany is approximately $100,000,000. There are approximately 900 FTE City employees.
The 24 block area of downtown Albany has been designated a Tax Allocation District (TAD). A six million dollar bond issue has been passed for use in downtown land purchase. The Downtown Manager has one (1) staff member, an Assistant to the Downtown Manager. The inner-City development area of Albany currently has 22 active projects.
The starting salary for the City of Albany Downtown Manager will be market competitive, depending on the experience and qualifications of the selected individual. In addition, an excellent fringe benefit package will be provided to the successful candidate. Reasonable relocation expenses will also be paid for the selected candidate.
